Romanian pharmacy chain Dona will invest EUR 15 million in re-branding and reshuffling its pharmacies in the next five years.

This seems to be a rather inefficient maneuver on the part of Dona, as there is little to suggest that the re-branding will gain them a larger market share.  Nonetheless, most of the pharmaceutical market depends on quality of the drugs and prices, and not the brand-names.

The funding of this project by the government holds potential for corruption.  Generally, private enterprises funded by the government become corrupt and inefficient, and go underwater as soon as their funding stops.  This project doesn't seem to offer much benefit to the Romanian economy as a whole, so it appears to be a simple waste of money.

This policy is interesting, especially in light of Romania's mining taxes.  It seems that the government intends to become an oil importer, rather than an exporter.  This does remove environmentally destructive practices from Romania's own land, while gaining them oil imports at lower prices, even if Romania has an absolute advantage in the production of petroleum.

It is logical for other Eastern European nations to come to Ukraine's defense, as they might be next if Russia succeeds.  Still, in Russian eyes, there is more justification to invade Ukraine than Romania, as there is not as significant a Russian speaking population within its borders.  Nonetheless, they have reason to be fearful.

Unlike the solar panels, there do not appear to have been any government incentives at work here.  It is interesting, however, that Romania is investing so heavily in Green energy.  It does allow a much greater degree of natural energy independence, especially in the absence of large oil deposits.

This illustrates the large role Russian trade plays in the Romanian economy.  If economic sanctions against Russia were to be instituted, it would hurt other EU member nations as well.  Sanctions have a more severe impact than quotas or tariffs, as they completely terminate mutually beneficial trade with a nation.  If these sanctions are to be imposed, the EU must ensure that they do not alienate their own members.

Romania's credit rating outlook was raised to stable from negative by Moody's Investors Service (MCO), which cited macroeconomic stability and lower financing risks.
John Spear's insight:

Although Romania' s credit rating outlook has improved, its government bonds are still not highly valued.  This suggests that Moody's has more faith in the country's resources than its government, which is still largely susceptible to corruption.

This policy seems in line with the Romanian government's subsidies for green energy.  It also generates more revenue for the government, and protects Romania from pollution.  Although it may inhibit development of mining technologies, it will likely do little to prevent Romania from attaining resources from elsewhere, or harming their energy independence.

Ratings agency Moody's Investors Service has changed the outlook on Romania's Baa3 government bond rating from negative to stable.
John Spear's insight:

Although the opinions of a rating agency are always rather suspect (a la 2008), it seems rather unlikely that Romania would have bought their rating from Moody.  This is somewhat indicative of the improving economic climate in Romania, as with other former soviet republics at this time.

The Romanian Government gave money to solar developers, and it caught on much more quickly than expected.  Despite cutting back their certificate program, Romania still continues to develop solar energy abnormally fast.
