Contrary to popular rumor, the immigration population is a plus, not a minus, when it comes to the U.S. health system. 

 

Recent Harvard Medical School points out immigrants contribute more funds into our medical systems than they use. 

 

For several years, at the local, state, and federal levels, anti-immigrant politicians have lamented the huge social costs of undocumented immigrants living in the U.S. claiming they are a drain on our public resources like education, law enforcement, and medical care. 

 

Many of them have relied on estimates provided by the anti-immigration Federation for American Immigration Reform, which has pushed the notion that the undocumented population costs the nation as much as $11 billion annually. 

 

The Harvard Medical School report calls the validity of such numbers into question.   


There are indications that immigrants make the economy stronger.

 

For instance, the Harvard study showed that between 2002 and 2009, immigrants contributed $115 billion into Medicare, while only using $28 billion of services.


In another example, the report estimates that in 2009 alone, immigrants contributed 14.7 percent of what was taken in by the Medicare Trust Fund, but only utilized 7.9 percent.


Of course, this study will not silence immigration reform critics and will likely lead to cries of Harvard’s liberal bias – notwithstanding a particular student doctoral thesis supporting the Darwinian notion certain ethnic groups are biologically less capable of intelligent reasoning and thought.


One thing that cannot be denied is that since the ripening Baby Boomer generation will soon be at retirement age, the United States needs the economic contributions of younger immigrant workers, skilled and unskilled to keep programs like Medicare and Social Security going.

WASHINGTON — Eight senators who have spent weeks trying to write a bipartisan bill to overhaul immigration laws have privately agreed on the most contentious part of the draft — how to offer legal status to the nation's 11 million illegal immigrants.

According to aides familiar with the closed-door negotiations, the bill would require illegal immigrants to register with Homeland Security Department authorities, file federal income taxes for their time in America and pay a still-to-be-determined fine. They also must have a clean law enforcement record.

Once granted probationary legal status, immigrants would be allowed to work but would be barred from receiving federal public benefits, including food stamps, family cash assistance, Medicaid and unemployment insurance.

The group's current draft is largely in line with PresidentObama's call to set a pathway to earned citizenship as part of a broader immigration reform package, as well as with recent efforts by prominent Republican lawmakers to resolve an issue that hurt GOP candidates in November's election.

Though the draft is a long way from becoming law, immigration advocates expressed guarded optimism about a possible breakthrough.

It's nice that 8 Senators were able to agree on immigration reform, but it's still a tough sell, both to racists and people who don't want to lose their jobs to harder-working minority immigrants

On the one hand, agreement that a path to legalization has been is good news.  This is amplified by an agreement to allow a temporary lawful status.

 

On the other, the wait from a temporary to permanent status is quite long, and may get longer before the political process is completed.

 

In addition, there are many side issues - probably not imagined, much less discussed by the Gang of Eight - which could make the application for temporary status unfeasible, the wait untenable, or the permanent status unlikely. 

 

As usual, the devil will be in the details.
