Kane County has launched a Peer Jury Program, through which students who commit first-time non-violent offenses are assigned a punishment by other students instead of going before a juvenile court judge. "Coming from a teenager their own age, it really makes an impact on them. That's the point," said a prosecutor involved in the program Peer juries began in Chicago in 1995 and are currently offered in Elgin, Aurora and Dundee Township.

This outcome isn’t inevitable. The research and training opportunities for all juvenile court practitioners have helped spread the word of better practices, which not only avoid the devastation caused by unnecessary incarceration but also offer more effective approaches that improve the well-being of youth, crime victims and communities.

Where's the RJ here?  Why are we locking up these young people?  We KNOW it doesn't help.

We explore the impact of street violence on Chicago youth on tonight's violence special.
IBARJ's insight:

A WTTW report on February 28 explored the impact of street violence on youth by interviewing a number of Chicago crime and youth experts, as well as Chicago youth themselves. While the report was not entirely focused on restorative justice, Robert Spicer once again gave an excellent overview of RJ as a solution to youth conflict and was accompanied by a Fenger High School Peer Juror who shared his student perspective. You can see these two interviewed between the 4-minute and 11-minute marks. The rest of the report features John Wolf, a University of Chicago Crime Lab researcher on the “Becoming a Man” program; Dexter Voisin, a University of Chicago social work researcher on the ways in which trauma in youth is often misread as behavioral problems; Reverend Michael Pfleger, who hosts basketball “peace tournaments” to broker truces between Chicago gangs; and a number of well-spoken and insightful Chicago youth.

Cook County Board President Toni Preckwinkle together with Cook County Commissioners Jerry Butler, Bridget Gainer, Jesus Garcia and Robert Steele today announced a significant investment of $500,000 for community-based restorative justice programs. Faith and community leaders from the Reclaim Campaign, a coalition calling for reforms to the Cook County criminal justice system, hailed this major commitment to restorative justice.
