Aftter banging this drum for 20+ years, why have not all librariasn become a (or the) tech leaders in their buildings? Don't they want to remain relevant?

Explains the rise in use of infographics to manage large quantities of data. But I have to ask: are we visual learners by nature or have we become visual learners because of emerging technologies?
