Smaller Cities Embrace Smart Specialisation – The Exeter Success Story | The World Financial Review

By Richard Ball Governments have recognised that cities are engines of growth critical to economic performance and national recovery in the current climate.
Bernard Strée's insight:

The large conurbations naturally make the headlines as the “core” cities receiving support towards economic development, but there are smaller cities, which are comparatively and proportionately for their size, punching “well above their weight” where people work, trade and innovate in exciting organisations directly driving significant economic growth. Some have seen very impressive employment growth over the last decade and have bucked the trend in terms of recession forecasts with a credible track record of job creation, business formation and survival.

They are true exponents of “smart specialisation”, one of the pillars of the European Commission`s “Europe 2020” strategy to deliver smart and sustainable growth. Focussing on selected assets and their strengths which produce much more valuable results, they have avoided the temptation of trying to appease everyone by spreading their attention and investment thinly over disparate activities.

The urban revolution isn't just about the megacities, though they take the brunt and the press. Many cities are becoming more specialised and built around key industries. Of course there's a risk of specialisation becoming redundancy - which is why technical, organisational and social models have to embed adaptability at the same time. Smart specialisation is the key: a tough line to walk.

One of many policy recommendations included in the report is the promotion of collaboration between regional governments in the field of innovation. ‘One of the main cooperation challenges,’ explain the authors of the document, ‘is that public money stops at the regional or national administrative border.’ National authorities can easily either ‘help’ or ‘hinder cross-border collaboration for innovation,’ depending on the policies promoted at regional level, states the report.

Striving Towards a Holistic Innovation Policy in European Countries - But Linearity Still Prevails!

The concept of a holistic innovation policy is defined in this article, with discussions of what it is, why it is relevant, and how it can be implemented to enhance product innovation. It is shown that the innovation systems approach has diffused rapidly during the latest decades and has completely replaced the linear view in the field of innovation research. The majority of European countries are striving in the direction of developing a more holistic innovation policy. However, it is concluded that the innovation policies in European countries are still dominantly linear despite the fact that holistic policy seems to be the driving vision. Innovation policy is behindhand. Why innovation policy is still linear is also preliminarily discussed. Policymakers attending conferences on innovation are practically always in favor of holistic (systemic, broad-based, comprehensive, etc) innovation policies, have abandoned the linear view by learning from innovation research. The
division between “linear” and “holistic” seems to be located within the community where innovation policies are designed and implemented, a community composed of policymakers (administrators/bureaucrats)
and elected politicians.
