This is a timely article from Andrew Nicoll. It is vitally important that people understand what a NO vote in Scotland's independence referendum means. In fact, Andrew Nicoll may be overly optimistic if he supposes that it will mean only the end of devolution. In reality, the consequences are likely to be very much worse. A NO vote will be represented by the British parties as a whole-hearted endorsement of the union and a mandate to roll back devolution.

A victory for the Tory/Labour/LibDem anti-independence coalition will result in severe curbs on the powers of the Scottish Parliament; massive cuts to Scotland's budget; rigging of the electoral system to ensure a permanent majority at Holyrood for the British parties; and legislation to prevent the people of Scotland ever again having a say in their own constitutional future.

In its perfectly worthy determination to avoid the dire negativity that pervades the Bitter Together campaign, yesscotland. may not be doing enough to spell out the dangers of a NO vote.

A YES vote means a new start for our nation. It will open up all manner of possibilities and give us the power to realise our own potential free of the stultifying weight of the British state.

A NO vote will effectively kill any possibility of positive change and unravel all that has been achieved with devolution. The damage to our nation may well be irretrievable.

Perversely, all three unionist leaders are still insisting that there should be no opportunity for Scots to have a say. But how else are the voters to have any confidence that this better devolution will actually happen? Unionists can't simply offer promises of what might be if the Scots reject nasty Mr Salmond.

 

Everyone knows that if the referendum returns a No to independence in 2014, then the unionist parties' enthusiasm for more devolution would rapidly evaporate.

I'm trying to figure out the unionists' argument here. It seems that fiscal responsibility is a great thing. But less fiscal responsibility is better than more.

No way out

It's time to stop messing about.

 

Either Scotland is big enough and strong enough to stand up on its own or it isn't.

 

Either we're ready to become a vibrant, confident nation in our own right, or we're better off maintaining a strong, united front with our neighbours.

 

Scots have already had the devolution vote — the same thing with a few added powers doesn't make a huge amount of difference.

The Devo Plus proposal is a watered down form of "Devo Max", which is endorsed by members of Civic Scotland which includes Trade Unions, third sector bodies and former Labour First Minister Henry McLeish. Devo Max would see all powers devolved to Holyrood, with the exception of defence and foreign affairs which would be left to Westminster.

What is devo-max, or devo-plus, or ultra-lite indy? The calls for more powers to be conceded to the Scottish parliament are reported as though there is a consensus. There are as many explanations of what devo-max means as there are individuals supporting more devolution. No party in the Scottish parliament has plans worked up, not even the SNP. Some speculative think tank papers have been written in Scotland, but that’s about it.

Devo Plus, a campaign group calling for more tax powers for Holyrood, have argued that fuel poverty, drug addiction and homelessness have either deteriorated or shown no improvement since the advent of the Scottish parliament. Basing their argument on their own studies, the group has identified the key reason behind these social problems as Holyrood lacking the vital economic powers required to tackle them.

Readers of this column will be aware that I've been complaining about by gob being smacked on a regular basis by the twists and turns of unionist policy. Each week a new destiny is revealed for Scotland: independence light, devolution max, devolution plus, skinny devolution lite with a shot of max... You could be forgiven for thinking that the politicians are few clauses short of a full constitution. But bear with me because there could just be a happy ending here.

A bit of unionist double-think evident in Brian Taylor's little offering. He admits the generalised nature of demands for further devolution, listing the LibDems 100-year commission under Menzies Campbell and a couple of other bodies set up as independence spoilers but whose purpose is otherwise unclear.

But when he offers an explanation for the Scottish government's willingness to include in the referendum an option derived from all these deliberations does he refer to the now unquestioned public demand for same? No! His instincts kick in and he insists that this openness is prompted instead by a self-serving desire for "a form of parachute should independence fail to find favour".
