In the financial year 2011-2012, Scottish public-sector revenue including a geographical share of North Sea revenue was estimated at £56.9 billion (9.9% of UK total public-sector revenue). As in previous years, Scotland’s 8.4% of the UK population is doing more than its share of generating the country’s money.

There’s a stereotype of Scottish people that their reaction to a sunny day is that of this post’s title – that good weather now isn’t something to be enjoyed, but merely a harbinger of much less favourable conditions to come.

Rather than make hay while the sun shines, runs the old joke, the pessimistic (and stingy) Scots go out to the shops looking for umbrellas being sold at a discount.

New figures from GERS (Government Expenditure & Revenue in Scotland) for 2010-11 show that an independent Scotland is financially better placed to fund pensions and welfare than the UK as a whole. Benefits payments in Scotland represent a smaller proportion of total government revenues than they do elsewhere in the UK.

The Scottish National Party welcomed the publication of the Government Expenditure and Revenue Scotland (GERS) report for 2011/12 – which shows that Scotland is financially stronger than the UK as a whole to the tune of £4.4 billion, or £824 per person. In 2011/12, Scotland generated 9.9 per cent of UK tax revenues with 8.4 per cent of the population – in return for 9.3 per cent of spending.

Government Expenditure and Revenue Scotland 2011-12

Scotland’s Chief Statistician today announced the release of Government Expenditure and Revenue Scotland 2011-12.

This report is the nineteenth in the series of official published estimates of expenditure and revenue balances relating to the public sector in Scotland.

The aim of GERS is to enhance public understanding of fiscal issues in Scotland.  It estimates the contribution of revenue raised in Scotland towards the goods and services provided for the benefit of Scotland.  The estimates in this publication are consistent with the UK Public Sector Finance Statistics for January 2013, published in February 2013 .
