You can’t make a horse drink

The right-wing conservative coalition government in Britain is worried. Its commitment to ‘austerity’ is not working. Every economic indicator suggests that British capitalism will achieve little or no growth in output of goods and services this year. Unemployment will continue to rise and average incomes fall. According to the Centre for Economics and Business Research, real disposable income will fall by over 1% this year and again in 2013, so that by the end of 2013 real living standards for the average household will be 5.7% lower than before the Great Recession began in 2007. Corporate profits are still weak and there is no sign that businesses intend to increase investment, at least in Britain itself.

Human culture has always evolved more rapidly than our anatomy. But even the rapid progress of our culture in the past few centuries has begun to fall behind the pace of changes and challenges we now face in our crowded societies and our ravaged environment. Rather than rising to meet these challenges, our social institutions show signs of actually breaking down and becoming less effective. Increasing competition over land, water, food, and other resources is likely to favor increasingly authoritarian institutions. While technology offers solutions to resource problems in theory, in practice it also favors greater stratification of wealth and power. If recent trends continue we may be faced with a future of highly authoritarian corporate neofeudalism (privatized government).

Anatomy of coping: evidence from people living through the crises of ...

This study has shown that the analysis of macroeconomic indicators alone can conceal important aspects of the process of economic recovery. In particular, the resumption of GDP growth in late 2009 or 2010 in many developing countries gave optimism to governments and the donor community that the impacts of the crises were relatively short-lived and that the livelihoods of the poor were not strongly affected. The findings of this study do not support this argument. Despite the narrow employment base of export production in developing countries, formal sector workers fuel the rural economies through remittances and provide a customer base for a large number of informal sector workers.

The policy response to financial crisis has, in effect, given us a great natural experiment in macroeconomics — an experiment that can and should be viewed as a test of two views of the economy. One view — which includes both freshwater macro and much of what Austrians say — is in effect classical macro as Keynes described it, in which the economy is always constrained by supply. The other is a more or less Keynesian view in which a depressed economy is constrained by demand, not supply.

Wat Brussel vandaag nodig heeft, is een gedurfd mobiliteitsbeleid en vooral een beleid voor een zorgzame ruimtelijke orde die expliciet plaatsmaakt voor dergelijke initiatieven; die resoluut kiest voor rust, ruimte, relatievorming en re-economie. Zo'n aanpak is moeilijker dan retweeten hoe het stinkt naar urine in de metrostations, terwijl in werkelijkheid de Brusselse metro snel, dicht en efficiënt is, en een mens nog steeds eerder sterft van uitlaatgassen dan van urinegeur. Het is moeilijker dan klagen dat Brussel zo eentalig is, terwijl de meeste Brusselaars minstens twee talen spreken. Blijkbaar niet altijd de juiste talen om de zegen van Vlaanderen te verdienen. Is het nog redelijk om van een grotendeels laagopgeleide bevolking een nog grotere meertaligheid te eisen? Het is moeilijker dan het einde van de negentien gemeenten als totaaloplossing naar voren te schuiven; heeft Antwerpen niet zijn districten heruitgevonden? Het is ook moeilijker dan natrappen over levensgevaarlijk Molenbeek, terwijl de cijfers van FedPol deze stadslegende tegenspreken en de Ribaucourt-Vlaming het daar nog zo slecht niet heeft.

Even though the crisis deepens in Europe as the ‘bailout’ of Spain fails to stop the negative reaction of financial markets and Italy shows every sign of slipping into a depression along with the rest of southern Europe, I must return to my current hobby horse, the Keynesian theory of capitalist crisis and the policies to resolve it. Usually I am obsessed with supporting Marx’s rate of profit theory as an explanation for capitalist crisis. But once again, recent comments by the great Keynesian guru, Paul Krugman in his blog (http://krugman.blogs.nytimes.com/) stimulates me into returning to Keynes (see recent previous posts on various aspects of Keynesianism, Paul Krugman, Steve Keen and mysticism of Keynesian economics, 21 April 2012 and Liquidity traps, effective demand and debt deflation, 27 April 2012).

The last few years of crisis politics were a prime example of how on the one hand profits are privatized, while on the other hand losses are socialized. The deep crisis of capitalism has left in its wake a sovereign debt crisis. The answer of the political class has been fiscal consolidation. Finance capital’s claims on returns are guaranteed and collected by the state. The invisible hand of the market is joined by the visible fist of the state. Struggles over state finances will be central battlefields in the next few years.
