An offshoot of Occupy Wall Street is holding a telethon this week for its campaign to purchase the debt of struggling U.S. households. According to its website, the group RollingJubilee.org has already raised more than $100,000 toward its effort to buy up consumer debt at random, often for pennies on the dollar, and then cancel it so that borrowers do not have to repay. A sold-out benefit concert is scheduled for Thursday in New York City.

Flash back to early September of 2010. The Tea Party was setting the political agenda, the GOP was about to score a decisive mid-term election win, and the federal deficit and national debt were preeminent issues. President Obama was willing to trim Social Security, Medicare and other essential social services in order to get any kind of deal with the newly powerful and recalcitrant GOP leadership. Mitch McConnell and John Boehner had this president by the short hairs, and Barack Obama seemed eager to cut any deal he could. Republicans clearly had the upper hand.

Back in 2010, self-styled deficit hawks - better described as deficit scolds - took over much of our political discourse. At a time of mass unemployment and record-low borrowing costs, a time when economic theory said we needed more, not less, deficit spending, the scolds convinced most of our political class that deficits rather than jobs should be our top economic priority. And now that the election is over, they're trying to pick up where they left off.

The first thing to say is that the subterranean work of dissatisfaction is still going on: the rage is building up and a new wave of revolts will follow. The unnatural relative calm of 2012 is more and more perforated by growing tensions announcing new explosions. What makes the situation so ominous is the all-pervasive sense of blockage: there is no clear way out, and the ruling elite is clearly losing its ability to rule. Even more disturbing is the obvious fact that democracy isn’t working: after elections in Greece and in Spain, the same frustrations remain. How should we read the signs of this rage?
