The future lasts a long time: The Greek government denies secondary education teachers the right to strike. Greek teachers need all the solidarity they can get!

In the past three years Greek society has not only gone through a series of extremely aggressive austerity measures, under the terms dictated by the EU-IMF-ECB Troika that have led to a severe deterioration of living conditions. It has also been facing a constant erosion of democratic rights and basic civil liberties. Part of it is the attempt by the Greek government to practically abolish the right to strike in many sectors.

The most popular TV show of the fall of 2000 in France, with a viewer rating two times higher than that of the notorious Big Brother reality soap, is C'est mon choix (It's my choice) on France 3, a talk-show whose guest is each time an ordinary (or, exceptionally, wellknown) person who made a peculiar choice that determined his or her entire lifestyle. For example, one of them decided never to wear underwear, another constantly tried to find a more appropriate sexual partner for his father and mother. Extravagance is allowed, solicited even, but with the explicit exclusion of the choices that may disturb the public (say, a person whose choice is to be and act as a racist is a priori excluded).

For the uninitiated participatory budgeting (or PB) is a two-and-a-half decade old innovation of direct citizen involvement in decision-making over the allocation of public finances. In simple terms, PB refers to ordinary citizens, instead of public officials, deciding on public spending at local and regional levels (Lerner, 2011). But there are many different variations of PB which range from merely consultative to genuinely participatory, empowering and inclusive (see Sintomer et al., 2008 for descriptions of various models).  PB can also be more or less democratic, and not all PB processes contain a democratic component (which suggests that attention to the content and practice of what is often called ‘PB’ is paramount).

As a fellow European citizen, I am deeply concerned about the future of our continent. I myself am thirthy four years old and I was born and still living in Belgium. I have got a job, a house (on credit), many friends and family. I’m living on the bright side, feeling very prosperous in Europe. But, as many of my fellow citizens, especially in the Southern and Eastern parts of the continent, I am indignant.

The cat is stuck up a tree: how did it get there and how do you get it down?

The IMF has just held a conference of big hitting mainstream economists to evaluate the efficacy of economic theory and policy in dealing with the financial crash and the ensuing Great Recession.  The title of IMF meeting tells it all: “Rethinking Macro Policy II: First Steps and Early Lessons”.  Apparently,  some five years after the crisis broke, the world’s leading macroeconomists (Krugman was not there) are taking their ‘first steps’ and drawing ‘early lessons’ on what happened and how to avoid another disaster in the future.  It reminds me of those politicians who when faced with an avoidable calamity that has hurt many people eventually respond by saying they will start a thorough investigation into what happened and it’s early days, but eventually they will come up with proposals to ensure that “it can never happen again”.
