Most Search Engine Optimization experts find search engine submission services to be a waste of time and a scammy type of service.
That being said, Google's John Mueller took it a step up by saying using these services may hurt your rankings...

From Google's new policy page: "If you’re signed into Google, we can do things like suggest search queries – or tailor your search results – based on the interests you’ve expressed in Google+, Gmail, and YouTube..."
Wait, what?! "interests you've expressed in... Gmail"?! Mu first thought was not only the privacy issue, but "does this mean that marketers are going to work even harder at getting your Gmail address? No need to panic, they just mean in Gmail's chat... I think... Delete the scoop?
