Bernardo Figueiredo, President of EPL (Brazilian agency for Planning and Logistics) says environmental licenses for new railway projects in Brazil may have shortened in two years the term to be given. This will result from the new role of EPL, which will assume the environmental licensing process in behalf of potential winners of the bidding. This will occur at a stage prior to bidding. Since then, this role will be up to the new concessioner.
Currently the winner starts the process of obtaining environmental licenses after being awarded. In Brazil this process is very cumbersome and slow. With the new procedure proposed by EPL, whole project may gain up to two years.
By changing these procedures EPL intends to increase legal certainty and greater assurance about the environmental viability. New procedure will allow greater predictability of costs and deadlines related to environmental actions.
