• Google Play Books to “Read Aloud” your favorite book
• Google Translate to speak translations aloud so you can hear the pronunciation of a word
• TalkBack and accessibility applications for spoken feedback across your device
• ... and many other applications in Play Store

To use Google Text-to-speech Engine on your Android device, go to Settings > Language & Input > Text-to-speech output. Select Google Text-to-speech Engine as your preferred engine.

meSpeak.js: Text-to-Speech on the Web | Speech Technology | Scoop.it

meSpeak.js (modulary enhanced speak.js) is a 100% client-side JavaScript text-to-speech library based on the speak.js project (see below).
meSpeak.js adds support for Webkit and Safari and introduces loadable voice modules. Also there is no more need for an embedding HTML-element.
Separating the code of the library from config-data and voice definitions should help future optimizations of the core part of speak.js.
All separated data has been compressed to base64-encoded strings from the original binary files to save some bandwidth (compared to JS-arrays of raw 8-bit data).
Browser requirements: Firefox, Chrome/Opera, Webkit, and Safari (MSIE11 is expected to be compliant).

There are times when it’s just easier to have text read back to you aloud as opposed to reading it for yourself, and that’s where text-to-speech engines like Google Text-to-Speech come in handy. Previously, the engine was part of the stock Android experience, but now Google has officially pushed the function to Google Play.

In recent times Google has been pushing out quite a few ‘core’ apps and services to Google Play, allowing Google to individually update these components, instead of having to push out a system update.  It also gives folks a way to get access to certain Google apps and services that might not be installed on their device thanks to carrier/manufacturer modifications.

So what’s new here? Honestly, nothing noticeable other than the Korean language is now supported.

If you have a device that didn’t come with Google’s Text-to-Speech engine, it’s important to keep in mind that although some devices allow you to make the engine default by going to Language and Input in the Settings, other phones will only let the engine exist as an alternative ‘option’.
