Probation Association

History of Probation

Probation has a history of reforming offenders stretching back more than 100 years:

1870s
Frederick Rainer makes a five shilling donation to the Church of England Temperance Society to help break the cycle of offence after offence and sentence after sentence. The Society appoints a 'missionary' to Southwark court and the London Police Court Mission is born.

1880s
The mission opens homes and shelters - but the Probation of First Offenders Act 1887 contains no element of offender supervision.

1900s
The Probation Service is formally established in 1907. Between 1910 and 1930 the prison population halves, probation has played a major part.

How a real probation officer manages risk

ADRIAN Jebb takes great satisfaction from helping to protect the public while trying to support change.

He was dissatisfied about his work, having trained as a journalism student he didn’t go into the industry because he was afraid it would interfere with his main love – playing Rugby.

Because his father had been a police officer he had always maintained an interest in the criminal justice system, and became interested in the job after researching about career moves. He began as a probation service officer at Bolton in 2006.

He said: “I felt thrown in at the deep end, getting my first cases two or three weeks after starting was an intense induction...

London Probation Trust Chief Executive's Blog

I enjoyed watching the BBC drama Public Enemies. I am glad it has created a lot of interest in the role of probation.

For a long time I have said that what probation needs is a good drama; so that the public can get a better understanding of what being on a community sentence or prison licence actually involves. Of course being a drama, Public Enemies was not an accurate portrayal of the day job. But it did bring out many of the themes and issues that the Probation Service grapples with, such as the balance between restrictive requirements and the more "constructive interventions" referred to by Eddie, the lifer.

As drama and entertainment, BBC 1’s Public Enemies is gripping stuff. It also focuses public attention on Probation and about what happens when offenders are supervised in the community, either on community orders or on licence after serving a prison sentence – The Probation Chiefs Association welcomes this.

While a drama would not be expected to reflect accurately the day to day work of probation, it does bring out many of the themes that face probation staff daily.

Probation gets Gold Medal for Excellence in Business Awards

The Probation Trusts in England & Wales have become the first public sector organisation to be awarded the British Quality Foundation’s Gold Medal for Excellence. Avon and Somerset Probation Trust was awarded the four stars “Recognised for Excellence” status earlier this year which made a significant contribution to the national 2011 supreme business award.
