3. Transform principals into instructional leaders.

4. Listen to educators about their professional learning needs.

5. Maximize opportunities for collaboration and capacity building through professional learning.

6. Engage higher-education partners.

7. Understand and plan for the coming common assessments.

8. Adopt technology to meet teaching and learning needs but that will also work with the new assessments.

9. Align initiatives into comprehensive reforms.
