The Office of Hawaiian Affairs says it's committed to the next phase of empowering Native Hawaiians to form a governing entity.  To that end, OHA defines its role as a "facilitator" and "supporter" of a Native Hawaiian Nation.  OHA has asked the Native Hawaiian Roll Commission to reopen its files to allow Hawaiians who have not yet registered a chance to be part of the governing process.  Aloha, Russ.

Hawaii police have arrested  32-year-old Kyle Koa Dawson of Kailua-Kona, who was the subject of a public bulletin describing him as possibly armed and dangerous.  Dawson was detained on a no-bail warrant for probation violations Saturday in Keaukaha.  Aloha, Russ.

More free lunches for needy children.

Eligibility increased for Hawaii Island students.

According to a report from the Annie E. Casey Foundation, more Hawaii families could be eligible for food assistance under a new program that begins this August.  The reports says a family of four can earn $35,659 and still qualify for free meals under updated eligibility criteria.  The income limit for free meals for a family of four has been increased to $50,746.  Application forms and a letter from the state Department of Education were scheduled to be sent to homes this week.  The meals are partially supported by the National School Lunch and School Breakfast programs.  According to the Casey Foundation report, sixty-five percent of Hawaii Island's students qualified for the subsidized meal program in 2012.  As of this spring, just over half of students qualify for the program statewide.  The state Department of Education Food Services Branch provides meals for approximately 100,000 students and school staff at 265 schools statewide.  Aloha, Russ.

East Hawaii gets thorough soaking from passing tropical storm.

No major damage reported from two days of heavy showers.

The remains of Tropical Storm Wali left most of East Hawaii very wet, with reports of minor flooding, but no major damage.  Weather forecasters will most likely lift the flood watch status by 6 p.m. today (Monday, 21 July 2014).  According to meteorologist Maureen Ballard of the National Weather Service, "The worst of the weather should have passed Hawaii Island by then, though some areas could still see heavy rains or thunder showers tonight."  Conditions for Hawaii Island remained fairly calm Sunday evening, following heavy showers in windward sections on Saturday.  Civil Defense Administrator Darryl Oliveira told reporter Tom Callis that "We have been really fortunate over the weekend."  Rainfall was heavier on the island of Oahu, where on gauge recorded 13.85 inches in 24 hours.  Aloha, Russ.

According to the Associated Press, few actors could register disbelief, exasperation or annoyance with more comic subtlety than the late James Garner. " Garner had a way of widening his eyes while the corner of his mouth sagged ever so slightly.  Maybe he would swallow once to further make his point.  This portrait of fleeting disquiet could be understood, and identified by every member of the audience. " Garner took these rare talents and molded himself into an unlikely, quiet hero of such TV favorites as "Maverick" and "The Rockford Files."  Garner died Sunday at age 86 in Los Angeles. He will be remembered for "his quick - witted avoidance of conflict" that "offered a refreshing new take on the American hero..." He will be missed.  Aloha, Russ.

I'm continuously amazed by the kindness of strangers.  Take the case of Todd Duitsman of Stanwood, Washington, who suffered a serious spinal injury while he was body surfing at Big Beach, Maui.  His family didn't have the $50,000 necessary to fly him home.  Following a media story about his paralysis and inability to get home, "people across the nation were inspired to show him support and offered donations to fly him home."  Duitsman thanked his unknown benefactors on his Facebook page and said he'll be back following a long period of rehabilitation.  Aloha, Russ.

One of the purposes of the current RIMPAC training exercise is to test new or experimental equipment in simulated combat situations.  Among the new devices undergoing field trials is "the Legged Support System (LS3)," a mechanical "mule" that carries up to 400 pound of equipment to marines operating on patrol.  Another piece of military equipment getting a field test is a new type of beach landing craft that is quicker, more durable, and better armed than previous craft use to put marines on hostile beaches.  Robots will be integral parts of tomorrow's battlefield.  Aloha, Russ.

According to the Associated Press, U.S. Senator Brian Schatz and U.S. Representative Colleen Hanabusa argued about who has achieved a better record in Congress as the Democrats faced off in their final debate before the 09 August primary election.  The candidates are vying to serve the state in the U.S. Senate met Thursday evening on Hawaii News Nine.  Schatz said Hanabusa's record is not distinguished after she introduced about 28 bills in the past three-and-a-half years.  Hanabusa countered that the tourism committee where Schatz is chairman met only once--he said it met twice--and it didn't introduce any bills.  Hanabusa added that she secured federal spending for Hawaii by supporting the National Defense Authorization Act.  Aloha, Russ.

According to the Associated Press, Maui mayoral candidate Nelson Waikiki, Jr. was arrested at a candidate forum  on a warrant stemming from a criminal case.  Waikiki was detained at the Maui Community Correctional Center on $100,000 cash-only bail.  Waikiki appeared Wednesday morning in 2nd Circuit Court for a hearing about allegations that he failed to comply with conditions of his release in a criminal case. Authorities say he failed to appear for drug testing in May and June.  Waikiki is scheduled to be sentenced in December after pleading guilty to felony securities fraud charges in an investment scheme involving Opunui Water Company and the Opunui Land and Water Company.  Aloha, Russ.

The National Weather Service has cancelled the flood advisory that had been posted for several parts of East Hawaii island.

Although the National Weather Service has lifted its flash flood advisory for East Hawaii, forecasters are advising Hawaii Island residents to prepare for wet weather through Monday.  The remnants of tropical storm Wali reached East Hawaii Saturday, prompting an advisory that lasted through Saturday afternoon.  Weather service forecaster Maureen Ballard said the "band of rain-producing disturbance stretches some 400 miles to the east...we expect more and possibly heavier rains now to Monday."  A statewide flash flood watch remains in effect through 6 p.m. Monday.

U.S. Naval Institute spokesman Sam La Grone tells "Business Insider" reporter Paul Szoldra that China is using an electronics surveillance vessel to monitor the RIMPAC training exercise in Hawaiian waters.  The Chinese Liberation Army's naval arm has four vessels participating in the exercise.  U.S. officials say they are aware of the eavesdropping and "we can assure the public that we have taken all the precautions necessary to protect critical information."  This revelation isn't anything new.  For decades, naval and air forces of China, Russia, and the United States have been keeping an eye on each other.  Aloha, Russ.

According to former state Senator Fred Hemmings, Hawaii has the highest electric rates in the nation because of politics and the control of power generation by a single company--Hawaiian Electric Industries, Inc.  Hemmings tells reporter Malia Zimmerman that "Hawaii's most egregious for-profit monopoly is Hawaiian Electric Industries, Inc.''  Hemmings adds that HEI "has been able to get away with these prices for most of the 20th century and inton the 21st century because of politics."  Hemmings wants Hawaii lawmakers to "break up" the monopoly and create nonprofit consumer-owned electric utilities.  Aloha, Russ.

The Hawaii Office of Veterans Services is surveying female veterans to see how to better meet their needs.  A Hawaii female veterans' task force recently concluded that female veterans suffer from high rates of post-traumatic stress disorder.  Many also suffer from the effects of sexual harassment or sexual assault.  They are disproportionately jobless and homeless.  The state estimates that 14,000 female veterans are permanent residents of Hawaii.  The state will provide survey data to health care providers and other who work with women veterans.  Respondents won't provide personal information unless they want to.  The survey is available at the Spark Matsunaga VA Medical Center on Oahu and at veterans' services offices on Kauai, Maui, and Hawaii Island.  Aloha, Russ.

Behind the clutch-hit single of Honokaa's Kayla Requelman, Hilo swept past Arizona, 3-2, Sunday at Compton, California to win the West Regional final of the RBI.  The Honokaa senior's hard-hit single up the middle in the seventh inning scored Alissa Kaneshiro and sent the Hawaii All-Stars "screaming out of their dugout in celebration." The girl's team will remain in Los Angeles until Wednesday and plans to visit Six Flags Magic Mountain, the Hollywood Walk of Fame, and Beverly Hills during the next two days. Next stop--the upcoming RBI World Series.  In the RBI West Regional baseball final, Los Angeles beat Hilo, 7-3, at Dodger Stadium. Aloha, Russ.

Nothing too surprising here.  Russia, China, and the U.S. have been "bird dogging" each other since the early 1950s.  It's all part of the international espionage scene.  Occasionally, as in the case of the Pueblo incident in the late 1960s, spying becomes an international media story.  Much of the spying these days is done electronically or through breaching weaknesses in the internet.  No country is immune from cyberspying.  The presence of a Chinese intelligence-gathering ship monitoring the RIMPAC exercise is just the more visible side of what author Ladislas Farago called "The Game of Foxes."  Aloha, Russ.

Honolulu police have arrested an Oahu man suspected of kidnapping and attempted murder.  Twenty-seven-year-old Matthew Bright was arrested Sunday night.  The woman he was believed to have been seen with, 26-year-old Laura Layugan, reportedly was found safe.  Police say the couple was involved in a domestic dispute.  Aloha, Russ.

Honouliuli first opened in March 1943 and out of the 13-plus internment camps, was the largest and longest running internment camp in Hawaii.

Archeology students at the West Oahu Campus of the University of Hawaii are helping to restore a bitter and often forgotten memory of Hawaii's World War II history.  Like many mainland U.S. states, the Territory of Hawaii interned Japanese Americans in holding areas or camps throughout the islands.  According to local historians, there were at least 13 internment camps in the Hawaiian Islands during the war years.  One of the largest and longest running camps was located in a gulch known as Honouliuli, which opened in March, 1943. Students are doing  directed digs, trying to find artifacts and remnants of that camp for later exhibition and study.  Aloha, Russ.

Kai Opua Canoe Club takes the Moku O Hawaii Canoe Racing Championship.

West Hawaii club wins 8th consecutive regatta on Saturday.

A little rain and fog didn't stop the Kai Opua Canoe Club from taking its 8th straight canoe regatta at Hilo Bay on Saturday.  Amassing 204 points in 42 events, the Kailua-Kona-based canoe club won the Aunty Maile/Moku O Hawaii Outrigger Canoe Racing Association Championship in fairly calm waters in Hilo Bay.  The Puna Canoe Club finished behind Kai Opua with 157 points in the A division.  The Keaukaha and Keauhou  clubs tied for third place with 139 points. Selected crews from Hawaii Island will participate in the HCRA state championships, set for 02 August 2014, at Keehi Lagoon in Honolulu. Aloha, Russ.

Hippopotamus found dead at Honolulu Zoo.

The Honolulu Zoo is mourning the loss of one of its hippopotamuses.  The Honolulu mayor's office told the Associated Press that a female hippo named Rosey was found dead Friday morning.  A necropsy is scheduled for this week to determine the cause of death.  Rosey was 25 years old.  The hippo exhibit will be closed indefinitely while Rosey's 3,000-pound body is removed and while zoologists monitor and comfort the remaining female hippopotamus.  City spokesman Jesse Broder Van Dyke said officials are looking at the possibility of getting another hippo or transferring the remaining one to the mainland to ensure she has companionship.  Aloha, Russ.

Onizuka Space Center celebrates 23rd anniversary.

The center was named for Astronaut Ellison Onizuka who perished during the 1986 Challenger Space Shuttle disaster.

The Astronaut Ellison S. Onizuka Space Center celebrated its 23rd anniversary on Saturday at the Kona International Airport.  Named for the Hawaii-born astronaut who died in the 1986 Challenger Shuttle explosion, the center has tried "to carry forward messages of inspiration and exploration from the Konawaena High School graduate."  Children attending the celebration checked out interactive displays of the solar system, building computer models of space stations, and learning how a gyroscope works.  Curator Nancy Tashima added, "What we have tried to do is have a number of interactives so kids can have fun and still learn the principals of science and math." Thanks to news blogger Damon Tucker for this GMO update.  A court hearing has been set for 08 September 2014 on a lawsuit filed by Hawaii cattlemen, floral producers, and the growers of bananas and papayas.  The group has filed suit to stop a ban on open-air growing and testing of genetically modified crops (GMOs) imposed by Hawaii County Bill 113.  Growers believe the measure "conflicts with state and federal laws and is unconstitutional."  Also, some papaya growers feel the public registry provision of the bill "would encourage vandalism, which has previously resulted in crop destruction."  Aloha, Russ.

According to a National Park Service report, a little less than 4.9 million people visited National Parks in Hawaii in 2013, a figure that is down 200,000 from the previous year.  National Park officials attribute the decline in visitor totals to the 16-day federal shutdown last fall.  Pacific West Regional Director Chris Lehnets tells "Pacific Business News" that "this new report shows that National Park tourism is a significant driver in the national economy--returning $10 for every $1 invested" in park infrastructure.  Lehnets says Hawaii Volcanoes National Park had nearly 1.6 million visitors in 2013.  These visitor spent almost $125 million on Hawaii Island.  Lehnets says the National Park System "is a big factor in our state's economy as well."  Aloha, Russ.
