As Western countries launch each new salvo of sanctions against Russia over the Ukraine crisis, Moscow has returned fire with bans on food imports -- ostensibly for consumer protection. Milk, cheese and onions from Ukraine, Greek peaches, Serbian prunes, Polish apples and cabbage, Spanish meat -- according to Russia's food safety regulator Rosselkhoznadzor all these products contain toxic elements, are infected with dangerous bacteria or violate other regulations. In recent weeks, while Brussels and Washington discussed new sanctions, Rosselkhoznadzor on a near daily basis has uncovered a new foreign food threat to Russian consumers, ordering bans on products from the EU or United States.

Suddenly, an act of terrorism becomes an act of interstate war, directed with subterfuge and deniability, with the goal of dismembering the Ukrainian state.

 

The one emotion most of us who study Russia never associate with the men of the Kremlin is panic. They’re not the type. They’re more like mobsters, prone to say “we have a problem” rather than to freak out. They think everything has a solution, although sometimes that solution might mean someone has to take nine grams of lead behind the ear. They do not raise their voices—my experience is that most Russian tough-guys are mumblers, not yellers—and they get things done, even if the final outcome might lack a certain, say, elegance.

Senior U.S. intelligence officials presented evidence today that they say makes a “solid case” as to why the U.S. believes a Russian made SA-11 missile fired from separatist-held eastern Ukraine shot down Malaysia Airlines Flight 17 last week. While the leading theory is that Russian separatists brought down the plane, the U.S. intelligence community still cannot determine who pulled the trigger or why. The officials pointed the finger at Russia for having “created the conditions” behind the shoot-down and labeled as “not plausible” new Russian claims that the plane may have been brought down by a Ukrainian fighter jet.  …
