Rent-seeking behavior by Rev. Sharpton et. al., moral panic created by the media, or signs of real abuse by NYPD?  In the end, it probably doesn't matter because in public affairs, perception is reality.  When I was a Chief, I knew my cops were stopping anyone who seemed to be out of place or up to no good--I wanted them to do this--I just didn't want them stopping people just because they were Black, Mexican, Latino, Gay, etc.  This is the crux of the problem: how do we give the police the power to do what we know they're going to do (stop suspicious people), and which we want them to do, while also constraining their ability to do so with a racist agenda?  How would I go about watching my cops on far beats in the middle of the night?  And, if I have to pay someone to watch the cop, shouldn't I just train the watcher and get rid of the corrupt cop?
