Ralph Scianni, who retired at the start of July as James Davis took over as mayor, will receive $444,450.40 for his unused sick, vacation and personal time, as well as terminal pay for his 34 years on the force, according to city records.

Wow! What do you think? Who's at fault here?  The former Mayors? The Chief?  Prevent this by: 1) establish a reserve fund each year to cover unpaid leave banks; 2) allow a payout of a capped amount of leave each year--many places allow 80 hours per year; and/or, 3) set a cap of the amount of leave allowed to be carried forward and require employees to take time off when the cap is approached.

Cops heard Eric Garner cry that he couldn’t breathe, a recording captured officers violently taking him to the ground and even Mayor de Blasio said he believes the asthmatic father of six was put in a chokehold. But an NYPD internal report prepared right after his death on Staten Island last Thursday plays down the incident, with supervising officers failing to note the chokehold and insisting Garner was not in “great distress.”

In particular, the department installed a computer system that can track the activity of police officers and warn commanders about officers who use excessive force, Warshaw wrote. The department is in compliance with 17 of the 22 tasks required in the 2003 reform plan that settled a lawsuit accusing four Oakland police officers of running roughshod over residents of West Oakland. In a statement, Whent said the Police Department "remains committed to making the necessary adjustments to bring the remaining tasks into full compliance."

I spent more of my life as a cop than anything else and I am convinced that you can regulate things without a significant black market developing, but if you criminalize something, criminal organizations and violence are the inevitable, though unintended, consequence.
