Le Conseil Professionnel de Radiologie (G4) contribue, au niveau national et régional, au développement de la téléradiologie, et le soutient en tant que forme de pratique médicale dans la prise en charge radiologique des patients. Le Conseil national de l’Ordre des médecins s’implique, lui aussi, dans le déploiement déontologique de la télémédecine.

Cette forme de pratique a été décrite en 2005 dans le Guide du Bon Usage de la Télé radiologie élaboré conjointement avec le CNOM et le G4 des radiologues. Une première charte a été rédigée par le G4 en 2009 en partant des principes essentiels de ce guide, elle a été mise à jour et approuvée conjointement par le G4 le CNOM.

Elle reprend les mêmes principes mais en actualise la déclinaison, en raison des évolutions législatives ou réglementaires et des productions méthodologiques de la HAS comme celles du CNOM.

Télémédecine : des engagements de simplification administrative annoncés dans le cadre du Comité Stratégique de Filière Santé.


Le Contrat de Filière Industries et Technologies de Santé, conclu en juillet 2013 entre l’Etat et les représentants de fédérations industrielles, comporte une mesure dédiée à faciliter le développement de la e-santé (dite « mesure 33 ») , reconnue comme filière d’avenir stratégique à fort potentiel de développement.

Le groupe de travail mixte (« GT 33 »), chargé de la mise en œuvre de ces engagements a associé les représentants des pouvoirs publics (DGOS, DSSIS, DGE, DGRI, ASIP Santé, ANAP, HAS, CNAMTS, ANSM) et des syndicats industriels (SNITEM, Syntec Numérique) sous la co-présidence de Pierre LEURENT (Syntec Numérique et SNITEM) et de Philippe BURNEL (ministère des Affaires sociales, de la Santé et des Droits des femmes).

Il rend public aujourd’hui son rapport d’activité et annonce un ensemble d’engagements visant à faciliter le déploiement de la télémédecine.

Ce rapport élaboré sur la base des retours d’expérience des porteurs de projet, comporte six engagements qui visent à répondre aux difficultés concrètes rencontrées lors de l’élaboration ou de la mise en œuvre d’un projet de télémédecine :

  • aider les porteurs de projet à mieux identifier le cadre des obligations juridiques à satisfaire
    pour un projet donné;
  • aider les porteurs de projet à en évaluer le potentiel ;
  • simplifier les procédures administratives de contractualisation ;
  • simplifier le travail d’instruction des dossiers au niveau des Agences régionales de santé ;
  • simplifier les exigences techniques des projets ;
  • intégrer les possibilités de la télémédecine dans les recommandations de bonnes pratiques de la Haute Autorité de Santé.

Traditional medical practices have been followed since the time of Hippocrates, which generally involved patients traveling to the physician locale and waiting for a long period of time to get treatment. However, hospitals today have reduced waiting time considerably with the help of modern technologies such as telephonic appointments. The central factor of travelling to a healthcare facility and waiting for an appointment still persists in most medical institutions across the world hence, in order to suffice the unmet medical needs of people healthcare facilities have amalgamated medical science and instant communication technology to create a novel mode of diagnosis and treatment; which is now known as telemedicine.

By service type, tele-consultation showed the highest market revenue in 2013. Medical consultation services are the most common form of telemedicine used by physicians worldwide for differential diagnosis consultation. Video conferencing and telecommunication services like mobile phone, etc. are the favored forms of telemedicine consultation. Tele-monitoring exhibited the highest growth rate at a CAGR of over 15%. This growth is in correspondence with the large number of diabetic and disability patients in the world, which are rising with every passing year. Metabolic disorders like diabetes and other congenital diseases are the primary reason to activate constant monitoring among patients. Insulin injections and blood metabolite monitoring procedures are performed by devices which are then used to extrapolate the patient’s health.


In terms of geography, North America accounted for the largest share of the telemedicine market in the year 2013. This is attributed to factors such as country wide implementation of telemedicine and the presence of a majority of telemedicine service providers who have established their base of operation in the U.S. The fastest market growth rate was however exhibited by the Asia Pacific region, which is expected to grow with a CAGR of more than 16%. The ever growing population in developing and developed countries provides a large market for telemedicine, primarily because of the increased reach of telemedicine services and access to modern communication infrastructure in rural and developing regions. A majority of the developing world’s population lives in rural areas and is therefore inaccessible to proper healthcare. Besides convenience of location and cost efficiency, increased government initiatives are also supplementing the high growth. Additionally, the existence of a large number of technology manufacturing units in this region offering cheaper equipment ensures competitive service pricing and steady market penetration.
