The U.S. Department of State and massive open online course provider Coursera are partnering to launch Coursera for Refugees, a program to offer career training to displaced people around the world. The program will focus on nonprofits that help refugees, which will be able to apply for fee waivers to access the Coursera course catalog. The organizations will then be able to offer free access to MOOCs to the refugees they serve. The State Department will help Coursera find organizations that can host in-person cohorts of refugees enrolled in the same MOOC.

MOOQ’s mission is to develop a quality reference framework for the adoption, the design, the delivery and the evaluation of MOOCs in order to empower MOOC providers for the benefit of the learners. The main goal of MOOQ is therefore the development and the integration of quality approaches, new pedagogies and organisational mechanisms into MOOCs with a strong focus on the learning processes, methodologies and assessments. To enhance the unique digital market in Europe, MOOQ will lead to new Q-generation of MOOCs that will be designed, organized and tested as qMOOCs. While the first MOOCs were connectivist in their approach to learning, later versions have expanded to include instructivist structures and structures that blend both theories. From an instructional design standpoint the differences are important. This paper will examine how to analyze the goals of any proposed MOOC to determine what the epistemological focus should be. This will lead to a discussion of types of communication needed—based on analysis of power dynamics—to design accurately within the determined epistemology.
