urope’s top politicians agree that the Greeks will vote this Sunday on one of the most important questions facing any nation. Yet they can’t settle what that question actually is. For Alexis Tsipras, the Greek prime minister, it is about whether his people will tolerate any more “strict and humiliating austerity”. Not so, says Germany’s Angela Merkel. She reckons the Greeks are choosing between staying in the euro and returning to the drachma. The stakes are raised higher still by the boss of the European commission, Jean-Claude Juncker: come next weekend, “the whole planet” will find out whether Greece wants to remain in Europe.

Spain’s recent municipal and regional elections have transformed the entire political scene. New citizen coalitions with roots in community groups allied with small progressive political parties won unexpected victories in several large cities. This, plus the fact that two new national political parties – Podemos and Ciudadanos – burst decisively onto the political stage in the regional elections, has blocked the bipartisan (PP-PSOE) system created with the 1975 democratic transition. Victorious in 7 major cities throughout the country, including the 3 largest ones (Madrid, Barcelona, Valencia), these coalitions open the door to a different sort of transition, questioning the dominant political culture and mentality, and in most cases putting in place minority governments, thus obliging various parties to negotiate joint platforms. It is interesting to note that Podemos, the young political party that made a surprise showing in the 2014 European elections and made strong gains on the regional level this year, decided not to present its own candidates in the municipal elections, but rather participated in or – more frequently – supported the new citizen coalitions in various cities.

The Common Libraries initiative was established to ‘prototype the library of the future – today’ – to explore, develop and test new ways of working with library users, to support innovation and the evolution of library services, and expand our knowledge or information commons. Accordingly, we conducted a ‘National Library Science Experiment’ and supported x5 ‘Hack the Library’ days to better understand the potential for Common Libraries to enhance the appeal, resilience and sustainability of libraries in future, before presenting our work at two national events for further discussion, with funding from Arts Council England. Today, we’re delighted to publish the findings from our recent activities working with library authorities around the country.

Picture the following diverse scenarios: A librarian in Utah develops and shares a plugin for an open source repository system that is reused by libraries in three other states; a curator in New York City improves the documentation for open source exhibition software that is used by staff members at museums and libraries around the country to create more dynamic presentations of historical artifacts; a network of libraries bands together to develop a common system that makes it easier for other libraries to provide Americans access to ebooks; a nonprofit organization develops and runs a series of workshops to equip librarians around the country to install, deploy, configure, and connect open source tools to acquire, preserve, and provide access to digital objects; a regional library association runs a residency program to place recent library school graduates into positions at cultural heritage organizations in order to run significant digital curation activities and share what they learn.

The focus of this year’s Benchmarking report is on the lessons learned – or not learned – from eight years of economic crisis and austerity policy. The findings point to policy failures and to the need to redefine alternatives in order to get Europe back on a sustainable growth path. The deterioration of the labour market and social situation in the EU, along with the appointment of a new Commission last autumn, have led to some renewed policy initiatives that seek to restore growth as a means of addressing the situation. The most notable of these initiatives is the Annual Growth Survey with its three pillars: the Investment Plan, fiscal responsibility and structural reforms.
