"Project Cybersyn was a Chilean attempt at real-time computer-controlled planned economy in the years 1970–1973 (during the government of president Salvador Allende). It was essentially a network of telex machines that linked factories with a single computer centre in Santiago, which controlled them using principles of cybernetics. Populist polarization and the slow death of democracy in Ecuador | Peer2Politics | Scoop.it

This article analyses how the interactions between a strong populist government in Ecuador and a weak, divided, and inefficient internal opposition in a context of weak liberal institutions could lead to what Guillermo O'Donnell termed “the slow death of democracy”. Rafael Correa was elected with a substantive project of democratization understood as economic redistribution and social justice. His administration got rid of neoliberal policies and decaying traditional political parties, while simultaneously co-opting social movements, regulating civil society, and colonizing the public sphere. Because the judiciary was subordinated to Correa, social movement activists, journalists, and media owners could not use the legal system to resist Correa's crack down of civil society and regulation of the privately owned media. They took their grievances to supranational organizations like the Organization of American States. When these organizations stepped in to challenge Correa, his government denounced imperialist intervention in his nation's internal affairs, and advocated for the creation of new supranational institutions without US presence.

Tufekci: Autocratic regimes don’t stay in power for decades by governing randomly; rather, they do so by following a tried-and-tested playbook of strategic censorship, isolation and repression of dissent. And control over information flows and the public sphere is a key element of this model of autocratic regime. Regimes in the Middle East actively sought to prevent and control the spread of information because they understood that keeping sparks of dissent from lighting prairie fires of uprisings was crucial. Dissidents were punished disproportionately – long prison sentence for the smallest offenses, torture — not just because the security forces happened to be composed of sadists, but because of the same problem: to prevent cascades of dissent from taking off. The Internet has opened up the public sphere; it has allowed citizens to express their views and coordinate with each other. Does that always lead to revolution? No, you need the dissent to be there on the ground. But it does mean that such that regimes cannot continue to govern as before. They are forced to play a new game.

You may never have heard of ‘commons based peer production’ (CBPP) but you have probably heard of Linux, Wikipedia and Open Street Map which all came about thanks to the CBPP model. Peer production like this allows for the creative energy of large numbers of citizens to be coordinated, usually through a digital platform, outside of the parameters of traditional organisations resulting in the ‘public provision of commons resources’. Put simply, it uses collaborative efforts between people to build something which anyone can continue to develop and use. As this approach to production becomes increasingly widespread, it is important to investigate what factors and tools can encourage it to thrive and how sustainable CBPP projects are. And this is exactly what the EU-funded P2PVALUE project is doing.
