Alicja Peszkowska is not only a new technologies and social change blogger but also a community builder. She co-built Warsaw NetWtorek community and took part in organizing first Polish social hackathons - SocHack. At the Open Knowledge Festival and Non Profit Technology Summit she spoke about community building and how new technologies change the world. Alicja works at Fundacja TechSoup where she focuses on transparency, accountability and e-participation projects. Her interests range from open data and free internet to popular culture. Not only did she use to be a regular film critic for the Polish KINO magazine but she also organized and took part in two booksprints. Did we mention she also sings in a band "niskie ciśnienie"?

Slawomir Sierakowski: I think the distinction between party politics and ‘the political’ is an important one to make. Party systems are typical of contemporary liberal democracy, but that doesn’t mean they’ll be around forever. They’re a social construct, quite a new one, and that’s increasingly apparent. It may be that parties are disappearing. For sure, the political differences among them are disappearing and reappearing as strange anti-political conflicts. The reason is the weakness of the nation state as opposed to the globalized market. This situation allows for only very limited maneuverability in economic policy. The consequence is that when they rule, they realize the same economic policy, so are forced to differ in other policies. So you can choose politicians, but you cannot choose economic policies. A further consequence is that parties have become schools of opportunists. And if the majority is cynical and opportunistic then you face a tragic choice: be the same or lose.

Transition to Open Access in Poland has been happening for some time. Over 20 scientific institutions have repositories, some of them implemented OA policies, near 950 journals are available freely on the internet. But the transition results solely from bottom-up initiatives. The report “Open Science in Poland 2014. A Diagnosis” analyses the strengths and limitations of such a model.
