Safety experts say pedestrians absorbed in smartphones are behind a troubling ‘distracted walking’ trend.

Put the phone down and look where you are walking!  This is the message from the various anecdotes in this Washington Post piece.  "Distracted walking" is becoming just as much of a problem as distracted driving especially in urban areas like Los Angeles.  I see it everyday in busy intersections and city streets.  Although the California Vehicle Code does provide the "right of way" to pedestrians lawfully within crosswalks it also states that pedestrians have a duty of care to enter a roadway until it is safe to do so. It is hard to make this determination when you are texting or talking on your phone!

I hope that one day technology will make vehicles "accident proof" especially when it comes to auto v. pedestrian mishaps.  This is a long way off, though, and, until then, we all need to use good prudent driving skills when we are behind the wheel.

A sheriff’s department team conducted a pedestrian safety operation on Aug. 3 in West Hollywood and issued more than 50 citations.

West Hollywood has tried to become much more pedestrian friendly in the last decade or so.  Most notably, the main thoroughfare through town (Santa Monica Boulevard) was re-done and more crosswalks and bike lanes were added.  Unfortunately, this stretch of road is one of the most heavily traveled streets on the west end of Los Angeles and is the main route between Beverly Hills and Hollywood.  This makes for a large mix of high volume pedestrian and motor vehicle traffic.  Given recent incidents of pedestrian accidents in the area, it is good to see a step up in law enforcement efforts by the L.A. County Sheriff's Department to reduce these incidents.

Pedestrians Dying at Disproportionate Rates in America's Poorer Neighborhoods

Many cities have made pedestrian safety a priority, but their efforts rarely focus on poorer areas, which have approximately double the fatality rates of wealthier communities.

Higher incidence of pedestrian accidents resulting in injuries and fatalities is something I have seen firsthand as a personal injury attorney in Los Angeles.  I'm glad to see studies now being done to substantiate the problem and to try to address issues that might reduce this alarming trend.

Surprisingly, Los Angeles didn't make the list of 10 most dangerous cities for walking.  As an attorney that represents pedestrian injury victims in the ""City of Angels", I can say that L.A. and the surrounding communities like Glendale, Pasadena, Burbank and North Hollywood, if aggregated, would and should make the list as unfortunately, there are hundreds of pedestrian mishaps leading to injury and death every year in the Greater Los Angeles area.  This is especially true for children and the elderly.

Teachers in San Francisco's Chinatown kept a tight grip on children at the intersection of Stockton and Sacramento Streets Wednesday afternoon.
Steven M. Sweat's insight:

It is a startling statistic to know that only 6 percent of the intersections in San Francisco are responsible for 60 percent of injury related accidents and fatalities to pedestrians.  Stats like this show the danger that certain, concentrated areas of motor vehicle and pedestrian traffic can cause persons attempting to traverse California's cities on foot.  Similar issues occur in Los Angeles, San Diego and other cities across CA.  As an attorney who represents injured pedestrians across California (website resources), I believe that City officials and urban planners should attempt to track these stats more closely and research and implement ways to reduce the number of traffic collisions.  In the meantime, we should all SLOW DOWN and LOOK TWICE when we are driving in areas with heavy pedestrian contingents.

Peaceful coexistence of pedestrians, cyclists and motor vehicles is always difficult in urban environments.  Case in point: West Hollywood, CA has had a rash of recent auto v. pedestrian accidents.  The City Council is trying to find ways to address the growing problem.  WEHO is one area of Los Angeles with one of the highest concentrations of motor vehicles and persons on foot.  As a West Hollywood pedestrian accident and injury lawyer, I have seen firsthand what can happen when motorist drive too fast for such conditions and strike pedestrians in the numerous crosswalks on Sunset and Santa Monica Boulevards.

Is this really what it is coming down to?  We need separate "texting and walking" lanes to keep pedestrians safe from getting hit by a car?  A more prudent practice would be to put the cell phone down when traversing a busy street but, hey, that's just my opinion as an attorney who represents pedestrian injury victims.

Back in February, as city officials were considering adopting a Vision Zero program to combat the increasing number of fatal collisions involving pedestrians, a car struck and killed an 87-year-old man in a Yorba Street crosswalk on dangerous Sunset Boulevard. Police Chief Greg Suhr said his department had issued 1,500 citations for speeding and other traffic violations along Sunset since the February fatality and an injury collision in March. [...] there hasn't been a pedestrian collision, he said. At the White House Innovation for Disaster Response and Recovery Initiative Demo Day on Tuesday, agency officials will unveil their City72 Toolkit ( http://toolkit.sf72.org/), a guide for other cities and jurisdictions to riff off the city's SF72 ( www.sf72.org/home) home system for disaster preparedness. "Historically, if you looked at how government messaging works, it would go something like this: 'You're going to die if you don't get a flashlight and a kit,' " said Rob Dudgeon, San Francisco's deputy director for emergency services.

Toyota’s latest safety technology may be of greater interest to those outside the vehicle than the passengers in it.

While technology being developed by Toyota and other auto manufacturers to "detect" pedestrians and automatically brake seems somewhat promising, it will NEVER replace good, prudent driving habits.  As a pedestrian accident and injury lawyer , I see first hand that distraction and inattention leads to auto versus pedestrian collisions that cause serious injury or fatalities.  According to this study, the technology discussed is only operational at lower speeds.  Oftentimes, pedestrian mishaps occur at much higher rates of speed in scenarios such as running red lights or stop signs or failing to yield to pedestrians in crosswalks between between intersections.  Stay alert!  You can save a life!

Educating the public on the dangers of pedestrian accidents and stepping up law enforcement efforts to thwart dangerous driving activities like failing to yield to pedestrians in or near crosswalks is a good step in the right direction for the City of Glendale, CA.  Glendale, Burbank and Pasadena are all areas with large senior adult populations and heavy pedestrian and traffic volumes.  Seniors and children are at most risk for pedestrian accidents causing injury and death.
