Pretoria — President Jacob Zuma has strongly condemned the "ruthless" killing of three orphaned children whose bodies were found in Naboomspruit in Limpopo at the weekend.

 

"Such outrageous and inhuman action against defenseless children is a gross violation of the right to human life as enshrined in the Constitution. I am deeply dismayed by this heartless and inexplicable cruelty on children," said Zuma.

 

The bodies of nine-year-old Bafana Kekana, 10-year-old Hosea Richard Kekana, and 12-year-old Johana Kekana - who were being cared for at the Montadi Youth Care Centre - were found on Saturday, with their hands and feet tied up with shoe laces.

Even Make it or Break it star Cassie Scerbo got in on the action with her own tweet where she shared the news she will be the godmother to baby KJ. It’s just a love fest surrounding the new arrival.

The lunch lady fined $600 per day in her township in Pennsylvania has been garnering a lot of attention this week — we reported on the issue two days ago — and while a fine hasn’t kicked in yet for Angela Prattis, it seems the township is determined to shake her down one way or the other if she continues feeding needy kids.

 

The lunch lady fined $600 lives in Toby Farms community of Chester Township, and during the summer — when schools that often provide needy kids with much-appreciated breakfasts and lunches are closed — Prattis provides as many as 60 kids in the area with boxed lunches as part of a subsidized program. The lunch lady’s program is funded by the state department of education and administered by the archdiocese of Philadelphia, and she explains how vital the service is for some of the children in her vicinity:

Justice Secretary, Jack Straw's Response On Baby P's Mum

These were terrible crimes, unspeakable almost beyond words. The whole country has been deeply affected by the case of Baby Peter.


"It will now be the role of the prison service to monitor these offenders within prison.
"The judge has been clear about the minimum terms they must serve and such decisions must be for the judiciary.

 

"Beyond that time they will only be released if the Parole Board decides after a rigorous safety assessment that it is safe to do so.
"If the Parole Board thinks they are not safe to release, they will remain in custody until such time as they are, whenever that may be.

 

The Government will do everything in its power to protect children.

“We introduced the law of familial homicide in 2004 – with a maximum jail term of 14 years – to make sure that where a child was killed, but the evidence is unclear who in the household was responsible, a prosecution may still be made.

 

The Government also introduced indeterminate sentences such as that received by Baby Peter's mother to ensure that the most serious dangerous offenders are kept in prison until they can be safely managed in the community.
All life and indeterminate sentence prisoners must serve a minimum punitive period of imprisonment (tariff) before they can be considered for release.

 

They will then only be released if the independent Parole Board is satisfied that their continued detention is no longer necessary to protect the public.

 

A large proportion of IPP prisoners, as well as life sentence prisoners, serve more than the minimum period of their tariff.

 

We have greatly toughened up the sentencing system, which is one reason why prisoners are serving longer sentences and there has been a record increase in the prison population.
"In any justice system, sentencing has to be a matter for the independent judiciary.”

A Northampton County judge requested a few days to think over whether he will grant work release to a former Bangor Area School District teacher who pleaded guilty to sleeping with a student.

Rachel Farrell, 26, appeared today before Judge Emil Giordano torequest work release from Northampton County Prison. The formerBangor Area High School teacher has sought work release or house arrest since her sentencing in June, but Giordano has not budged on either.
