WASHINGTON — A long-simmering debate over federal fishing quotas and their economic impact on coastal states could reach a boiling point this year as Congress considers changes to a landmark marine conservation law.

The fishing industry is pressuring Congress to ease catch limits for summer flounder, red snapper and other rebounding species, saying quotas are squeezing commercial and recreational fishing businesses and depriving coastal communities of billions in revenue.

More than a hundred baby seals are recuperating at Dutch and U.K. nurseries after being stranded amid recent storms, experts say.

The incident is an extreme example among a recent increase in pup strandings, experts say. Overfishing has reduced the seals' available prey, and the polluted fish the animals do catch often make them sick.

"In the last two or three years we have seen more and more seals wash up too weak to look after themselves," Lenie 't Hart, director of the Zeehondencrèche seal nursery, told AFP.

ST. CROIX - The U.S. Commerce Department has signed off on proposed fishing regulations setting annual catch limits for 132 species in federal Caribbean waters.

The move is the final step in what has been a long and sometimes contentious process spanning years. The regulations will go into effect later this month.

The new regulations are federally mandated by the Magnuson-Stevens Act and are meant to protect fish stocks in federal waters, so that the species are not fished faster than they can reproduce.
