In theory, the author is right, but in my opinion, it is more a moral argument than a pragmatic one. At least in the Netherlands (but I guess in other countries also), the majority of teachers (an important target group for OER) use MS Office tools (92% in the Netherlands). Ignoring this would hinder mainstreaming of OER.
