Clear, gentle guidelines on OERs from Glasgow Caledonian University

I very much like this "Library guidance on OERs" from Glasgow Caledonian University, based apparently on one produced at Leeds. It is simple and clear, and acknowledges that different departments within the institution may have different approaches to the use of OERs (from encouraging them to outright disallowing them). It also states that:

It is expected that OERs used, created or published by individual staff and students will normally be single units or small collections (such as podcast episodes or small collections of images) rather than whole courses

This will be reassuring to staff who are worried that the use of OERs from other institutions will lead students to ask what they are paying such high fees for. (An argument I heard recently.)

 

What I particularly like about this set of guidelines is that it is just that - guidelines, as opposed to policy. It can be difficult to get an OER policy approved by all stakeholders, but no-one can argue with guidelines, especially when they are so gently phrased using words such as "encouraged" and "expected".

I've just signed up for the ocTEL MOOC - well, they're not calling it a MOOC but it's already got 300 participants (perhaps that qualifies it to be called a Medium-sized Open Online Course?), and as I don't really have time to take on anything substantial at the moment, I signed up on the basis of the following reassurance on their "About" page:

 

"As this is an open course, you’re free to pick and choose from the above and do as much or as little of the course as you like."

 

The course is broken into ten weekly topics under the following headings: Foundations of TEL; TEL Methods and Tools; and Managing TEL.

This is very exciting news and hopefully the start of a sensible trend. At the hear of the new bill is the following statement:

 

“No college student in [X] will be denied the right to move through their education because they couldn’t get a seat in the course they needed.” – Steinberg, “California Bill Seeks Campus Credit for Online Study” (New York Times)

 

One of the very interesting aspects of this initiative is that 'this new CA online marketplace will require open licenses on all courses and textbooks as a condition for participation. That is, if Udacity, Coursera, edX, StraighterLine, Future Learn, or anyone else wants its courses to be considered for use in this initiative, the courses and textbooks will first need to be openly licensed. CC is pleased that Senator Steinberg plans to leverage California’s existing open textbook investment (all textbooks will be licensed under CC BY).'

 

The only thing I'm not sure I agree with is that Creative Commons are recommending that 'the marketplace only allow courses and textbooks openly licensed with any of the CC licenses that allow derivatives (or CC0) or similar open copyright licenses'. Basically they are excluding any CC licences with a 'non-derivatives' (ND) clause. I think this is unnecessarily restrictive - especially in the case of film or other creative works where the author does not want the original resource to be modified. I also suspect, based on the evidence that I'm aware of, that multi-media OERs are generally not edited by re-users anyway, and so including items that are CC-BY-ND licensed would not be perceived as a significant restriction by most people.

 

Anyway, this is definitely a great step forward for open education.

This issue of Open Praxis focuses on Openness in Higher Education, and has two articles on assessment within an open access framework - one from Dianne Conrad (Athabasca University, Canada), and one from Norm Friesen and Christine Wihak (both of Thompson Rivers University, Canada). Both articles deal with the concept of RPL (recognition of prior learning), also known as PLAR (prior learning accreditation and recognition).

Steve Smith warns of looming budgetary issues that could send institutions off the road

This is a very sobering article about the likely impact of austerity-related budget cuts in higher education in the UK.  The writer, Sir Steve Smith, is vice-chancellor of the University of Exeter.

 

If mainstream university activities have to be radically curtailed in line with these cuts, I wonder what lies in the future for MOOCs? He doesn't address this question - in fact he doesn't discuss MOOCs at all, except to say they are irrelevant in light of these enormous financial threats that universities are facing. One thing is certain though, and that is that the ethos of MOOCs (free and open learning opportunities for masses of people) is tied to the financial well-being of the institutions that offer them.  So perhaps he has a point, but perhaps MOOCs will utlimately lead to new business models for higher education, which will solve the money problem in unexpected ways. I hope so.

It was great to be part of the team that presented this series of "elevator pitches" at the OER13 conference this morning. You may notice that the countries are grouped together in rather unusual ways - this was just because of the way countries were allocated to speakers (and not because Hungary is suddenly in a special alliance with Scandinavia and the USA... or the UK with France, Romania and Poland). The aim of the presentation was to give a snapshot of open educational resources (OER) policies, existing or emerging, in countries around the world, based on research by the European-funded POERUP project (www.poerup.info).

The 'School of Open' is a collaboration between the P2P University and Creative Commons. They are promoting several very interesting looking, free online courses from this link. Anyone can get their courses added to the list and 'featured' in this way - here's how:

Share a link to your draft course on the School of Open discussion list.Based on feedback from your peers, iterate and improve.Seek the final reviews of two School of Open organizers -- one from Creative Commons and one from P2PU.   Incorporate organizers' feedback and publish.

An organizer will add your course once it has undergone the review process. You can read more about the course review process here."

 

Very nice idea! There is also a list of courses where 'collaborators' are sought - including 'Making music and sharing it digitally' and 'Finding the perfect photo'.

My colleague Terese Bird (curator of Future of Learning) has just alerted me to the existence of this website. I don't read Chinese, so I can't be sure, but apparently this site contains a repository of translations of OERs originally produced in other languages. Where the original is in video or audio format (as in iTunes U, for example), the Chinese version contains sub-titles.

There is evidence that there are an increasing number of countries that are translation Open Education Methodologies and Open Education Resources into their native languages. Even the United States Government has been making translations available in Arabic and other languages.

I just came across this new platform - RealizeIt - they are the latest sponsors of ALT (Association for Learning Technologists in the UK). There's no "About" page on their website, and apparently no blog to provide the context and history for their emergence, but from what I can tell from a quick Google search, they appeared on the scene in September 2012. They seem to be targeting publishers of educational material, and promise to apply learning analytics to enable the creation of individualised learning pathways through a course or program.

 

A snippet from their website:

 

"A number of themes have remained constant throughout the development of Realizeit :

Happy 2nd birthday OERu!

The OER university (http://wikieducator.org/OERu) celebrated its second birthday last week. A bold and visionary group of higher institutions around the world, numbering 23 now, will soon be offering formal accreditation to learners who will study from OERs. The aim is to enable flexible, affordable, high quality higher education to adults on a mass scale.

Scroll down through the EFQUEL website and you'll see "Open Learning Recognition: Taking Open Educational Resources a Step Further". This is the final report of the excellent OERtest project, in which members of eight European institutions studied the issues around accrediting learning based on open educational resources. The report includes the seven scenarios developed by the project team which were considered to be the most likely routes for institutions to offer credit, such as "OER Traditional", "OER Erasmus" and "OER Takeaway".

Times Higher Education - PM hails new arrivals to Futurelearn

Five new universities (including University of Leicester) have joined the Open University's Futurelearn consortium - joining the twelve original partner institutions. Futurelearn aims to compete with the largely USA-based institutions that are offering free or low-cost learning via MOOCs (massive, open, online courses).  

 

"Details of the first Futurelearn courses have yet to be confirmed, but they are due to open to students in the second half of 2013." This will be an interesting development to watch.
