At the London satellite event for Open Con earlier this year, myself and Ross Mounce were given some useful feedback after our joint talk on ‘Open Data’ by one of the attendees. Apparently, some of the terminology was too complex, or specialist, for the subject, and some of the talk was unable to be followed unless you were already an expert in the issue.

rOpenGov - ecosystem of R packages for Open Data

rOpenGov is a community-driven ecosystem of R packages for open government data and computational social sciences.

More specifically, rOpenGov community is a group of independent package developers working with and/or interested in open goverment data analytics. rOpenGov acts as a loose umbrella for independent projects dedicated to open data streams relevant for computational social sciences and providing R-bases tools to access and analyze these information sources. Project was officially launched in 2013 and is maintained by a core team.

On 23 December 2014, the Russian Ministry of Finance together with NGO Infoculture launched an apps developers’ challenge BudgetApps based on the open data, which have been published by the Ministry of Finance over the past several years. There is a number of various datasets, including budget data, audit organisations registries, public debt, national reserve and many other kinds of data.

The Open Knowledge Foundation: Open Data Means Better Science

Data provides the evidence for the published body of scientific knowledge, which is the foundation for all scientific progress. The more data is made openly available in a useful manner, the greater the level of transparency and reproducibility and hence the more efficient the scientific process becomes, to the benefit of society. This viewpoint is becoming mainstream among many funders, publishers, scientists, and other stakeholders in research, but barriers to achieving widespread publication of open data remain. The Open Data in Science working group at the Open Knowledge Foundation is a community that works to develop tools, applications, datasets, and guidelines to promote the open sharing of scientific data. This article focuses on the Open Knowledge Definition and the Panton Principles for Open Data in Science. We also discuss some of the tools the group has developed to facilitate the generation and use of open data and the potential uses that we hope will encourage further movement towards an open scientific knowledge commons.

The initiative seeks to provide an alternative to—and potentially end—so-called dark sharing, a practice that some scientific publishers find problematic.
