Next NMC project: Horizon Report Library Edition - will be presented in August 2014

On March 27 we had a kickoff meeting for a new project: a Horizon Report Library Edition. Yes, there will be a new Horizon Report with the focus on Academic Libraries in 2014! The partners for this project are the New Media Consortium (www.nmc.org) that will take care of the whole creation process with the work and discussions on the wiki and the publication of the report. The other partners are ETH-Bibliothek Zurich, Technische Informationsbibliothek (TIB) Hannover and HTW Chur that made the project possible.

Today, we are very happy to announce that the hbz together with Felix Ostrowski (graphthinking) will be funded by The William and Flora Hewlett Foundation to build a prototype for an OER World Map. The OER World Map aims at collecting data about OER initiatives and providing a visualization of the growing OER movement.

David Wiley: The Access Compromise and the 5th R

It’s been seven years since I introduced the 4Rs framework for thinking about the bundle of permissions that define an open educational resource, or OER. The framework of permitted activities – reuse, revise, remix, and redistribute – has gained some traction in the field, and I’m happy that people have found it useful. The 4Rs play a critical role in my own thinking about OER, and my operational definition of OER now includes two main criteria: (1) free and unfettered access to the resource, and (2) whatever copyright permissions are necessary for users to engage in the 4R activities. But while the framework has served the field well – and has shaped my own thinking, too – I believe the time has come to expand it.

Atenas, Javiera et al. - Opening teaching landscapes: The importance of quality assurance in the delivery of open educational resources

"Scholars are increasingly being asked to share teaching materials, publish in open access journals, network in social media, and reuse open educational resources (OER). The theoretical benefits of Open Educational Practices (OEP) have become understood in the academic community but thus far, the use of OER has not been rapidly adopted. We aim to understand the challenges academics face with in attempting to adopt OEP, and identify whether these are related to or stem from the functionalities afforded by current repositories of OER (ROER). By understanding what academics and experts consider good practices, we can develop guidelines for quality in the development of ROER. In this article we present the findings from a study surveying academics using OER and experts who develop and/or work with ROER. We conclude by suggesting a framework to enhance the development and quality of ROER."

This dialogue aims to include the participation of experts, governmental and civil society representatives, and the general public to share, analyze and discuss fundamental topics related to OERs in the region, and the impacts and potential challenges that these tools and resources can bring to the region.

This English-language Dialog follows up an earlier Dialog in Spanish and leads into the 2015 OAS Meeting of Ministers of Education.

Deciding to go for open rather than commercial publishing was not an easy decision, and I am still open to changing my mind if I run into too many problems. But here are the pros and cons that influenced my decision.
