Martin Weller has just published a peer-reviewed book called The Battle for Open: How openness won and why it doesn’t feel like victory. This book is a great resource and a fascinating read.

Exploring different aspects of open in higher education - open access, MOOCs, open education resources and open scholarship – Weller shows how far the concept of openness has come, to the point where “openness is now such a part of everyday life that it seems unworthy of comment”.

TJ Bliss: Musings on OER Policy

"Policy favorable to OER is a critical component of the entire open education movement. OER policies currently exist at many levels: international, national, regional, local, and institutional. You can explore various OER policies around the world on the OER Policy Map maintained by the OER Research Hub. Creative Commons also maintains a list of proposed and adopted OER policies that is well-worth your perusal. As I have traveled hither and yon these past few months meeting with Hewlett grantees and others involved and interested in OER, the policy issue has continually surfaced as an important theme. These conversations have caused me to think more deeply about the role of policy in accomplishing Hewlett’s goal of mainstreaming OER."

"Use a learner-centred approach. Don’t use difficult or complex language, and do check the readability to ensure it is appropriate to age/level. Make sure that the knowledge and skills you want the student to learn are up-to-date, accurate and reliable. Consider asking a subject-matter expert for advice. Be sure the open licence is clearly visible. Ensure your OER is easy to access and engage."
