TJ Bliss: Musings on OER Policy

"Policy favorable to OER is a critical component of the entire open education movement. OER policies currently exist at many levels: international, national, regional, local, and institutional. You can explore various OER policies around the world on the OER Policy Map maintained by the OER Research Hub. Creative Commons also maintains a list of proposed and adopted OER policies that is well-worth your perusal. As I have traveled hither and yon these past few months meeting with Hewlett grantees and others involved and interested in OER, the policy issue has continually surfaced as an important theme. These conversations have caused me to think more deeply about the role of policy in accomplishing Hewlett’s goal of mainstreaming OER."

"The Middle East and North Africa (MENA) region is a volatile mix of religion, ancient civilizations, political turmoil, wealth and poverty, beauty, extremism, and violence. Can Open Educational Resources (OER) be a form of diplomacy and peace in this region? Can open education offer some small hope as an alternative form of engagement, action, and reform – instead of drones and beheadings?"

"European Wikimedia Chapters and 18 other civil society organizations have released a position paper on copyright reform for consideration by the European Commission units responsible for intellectual property. The four proposals have one thing in common: 'they would drastically increase the commons and our ability to share content while leaving economic interests and thus financial profits virtually untouched.'"

Useful research data on quality for open learning and OER:

From the executive summary:

"Use a learner-centred approach. Don’t use difficult or complex language, and do check the readability to ensure it is appropriate to age/level. Make sure that the knowledge and skills you want the student to learn are up-to-date, accurate and reliable. Consider asking a subject-matter expert for advice. Be sure the open licence is clearly visible. Ensure your OER is easy to access and engage."

Dron, Jon & Anderson, Terry - Teaching Crowds. Learning and Social Media - 2014 (PDF) | Open Educational Resources (OER) | Scoop.it

"In Teaching Crowds, Dron and Anderson introduce a new model for understanding and exploiting the pedagogical potential of Web-based technologies, one that rests on connections — on networks and collectives — rather than on separations. Recognizing that online learning both demands and affords new models of teaching and learning, the authors show how learners can engage with social media platforms to create an unbounded field of emergent connections. These connections empower learners, allowing them to draw from one another’s expertise to formulate and fulfill their own educational goals. In an increasingly networked world, developing such skills will, they argue, better prepare students to become self-directed, lifelong learners."

"

Is the relationship between Open Educational Resources (OER) advocates and traditional educational publishing companies like a playground dominated by bullies? Or more like two groups of kids, ignoring each other as much as possible as they play?

If current activity is any indication, it’s a little of both--and neither. The industry is ready to play nicely with OER. But it doesn’t appear to know how."
