Although still a draft, a very worthwhile classification for OER. When institutions consider publishing or reuse OER it provides them with a kind of checklist of what items to consider when developing the materials. One addition or clarification should be added in my opinion: the different meanings of “open”. It is meant for classifying OER so I guess the type of license and the amount you want to have it openly published is a consideration. It is not clear for everyone that “open” is more than “freely available” as the MOOC’s shows.

"The POERUP project follows on nicely from OPAL and is interested in focusing on the policy debate around OER and their associated practices.  In particular, we aim to •stimulate uptake of OER by policy through derivation of evidence-based policies. This will include studying end-user–producer communities, a set of country reports and a series of in-depth European case studies (and some selected case studies worldwide)."
