European Commission Call for Visionary Papers on the Future of Open Education

Open Educational Resources (OER) and Practices (OEP) have recently become hot topics, not only for educational researchers, but also for policy makers in Europe and abroad. There is a general agreement that openness has the potential to widen access to education and to improve, amongst others, cost-efficiency and quality of teaching and learning. In its recent Communication on Rethinking Education, the European Commission announced a new initiative on “Opening-up Education” to be launched mid-2013.

Commission President José Manuel Barroso today called on Europe's digital businesses, governments, training and education sectors to join a Grand Coalition for Digital Jobs to address up to 900 000 job vacancies expected to exist in Europe in Information and Communication technologies (ICT) by 2015. Despite the current levels of unemployment, the number of digital jobs is growing by more than 100 000 per year. Yet the number of fresh ICT graduates and skilled ICT workers is not keeping up.

"Beschlossen wurde [...] die Umbenennung des Programms "Erasmus for all" zu "YES Europe" (Youth, Education and Training, Sports). "YES Europe" wird somit der neue Überbegriff für allgemeine und berufliche Weiterbildung, Jugend und Sport der EU sein. Der Vorschlag der Kommission, alle Programme wie zum Beispiel Grundtvig oder Comenius unter dem Namen "Erasmus for all" zu sammeln, wurde abgelehnt - die einzelne Unterprogramme werden mit ihren eigenen Namen bestehen bleiben. "Digital learning and recent trends in Open Educational Resources (OER) are enabling fundamental changes in the education world, expanding the educational offer beyond its traditional formats and borders. New ways of learning, characterised by personalisation, engagement, use of digital media, collaboration, bottom-up practices and where the learner or teacher is a creator of learning content are emerging, facilitated by the exponential growth in OER available via the internet. Europe should exploit the potential of OER much more than is currently the case. This requires good computer skills, but some Member States are still lagging behind as seen in the Education and Training Monitor 2012, with 9 Member States with over 50% of 16-74 year olds with no or low computer skills. While the use of ICT in education and training has been high on the policy agenda, critical elements are not in place to enable digital learning and OER to be mainstreamed across all education and training sectors. A coherent strategy at EU level could address the scope, size and complexity of the challenges in support of actions of the Member States and the entire chain of stakeholders."

OEREU - Open Educational Resources in Europe | Open Educational Resources (OER) | Scoop.it

OER refers to  "the open provision of educational resources, enabled by ICT, for  consultation, use and adaptation by a community of users for non-commercial  purposes" (UNESCO, 2002). Important to note that those resources are not  limited to content, but comprise also "the creation of open source  software, development tools and the development of standards and licensing  tools" (OLCOS, 2007). It is acknowledged by policymakers and researchers  that a fundamental transformation of education and learning throughout Europe  is needed to address the new skills and competences required if Europe is to remain competitive, overcome the current  economic crisis, grasp new opportunities and insure social justice and cohesion.  In order to provide stakeholders with evidence on the contribution of Open  Education to those aims, and in pursuance of promoting the use of OER in school  education, higher education and adult education, the Open Educational Resources  in Europe (OEREU) project will provide a critical assessment of OER initiatives  and practices in Europe, develop sector-specific foresight scenarios to  illustrate the benefits, carry out a representative survey on the use of OER,  identify challenges across all sectors and, jointly with stakeholders, develop,  discuss and propose recommendations for the further development and  mainstreaming of OER in Europe.

European countries have set themselves 22 specific goals by 2014 to support their long-term vision for vocational education and training (VET). This report is a first step in understanding progress by mid-2012 towards these goals, endorsed in 2010 in the Bruges communiqué to help achieve the Europe 2020 agenda. Attention has clearly focused on helping young people remain in, and return to, education and training through work-based learning routes. Building on their joint work in the last decade, countries have advanced in setting up qualifications frameworks and devising approaches to assure quality in VET, but much work is still in the planning stage. More attention to the professional development of VET staff, better monitoring of VET labour market outcomes, and considering incentives where appropriate, could help progress in the coming years.
