Quality Assurance Guidelines for Open Educational Resources: TIPS Framework | COL | Open | Scoop.it
This TIPS Framework sets out to present ideas to teachers as prospective creators of OER: offering ways they could reflect upon in order to develop a culture of quality within their own respective local communities of practice. We also expect institutions supporting development and use of OER to adopt these Guidelines in their internal quality assurance practices. By offering these Guidelines, we are interested in nurturing the idea of quality as a culture. Developing a culture of quality through teacher continuous professional reflection may be the best way forward rather than simply aiming to digitally store somewhat permanently an individual teacher's own lesson materials. To this end we have added rubrics for Quality Improvement to go alongside OER and these Guidelines.

This study carried out on behalf of the International Council for Open and Distance Education (ICDE) by a team coordinated by the European Association for Distance Teachng Universities (EADTU) is for:

institutional leaders responsible for quality in online, open and flexible higher education
faculty wanting to have an overview of the field
newcomers that want to develop quality schemes
policy makers in governments, agencies and organisations
major educational stakeholders in the international community

It is a must-read for any person concerned with quality in online, open and flexible higher education.

The report provides the first global overview of quality models in online and open education, an overview which is very timely, delivered as it is for Global Education 2030, the new global educational agenda which replaces Education For All, EFA.

The POERUP project has released a dataset of 360 open education initiatives as structured open data, available through an API. Looks very elegant and is a great practice for data collection projects. But I have my doubts about usefulness of such APIs (and map-based visualizations, which usually accompany the data) - the use case is not clear to me, and exact geographical placement seems like not the most important thing. Still, with the ongoing Hewlett tender for such map / data projects in the OER space, this seems to be the big thing right now.

The idea of openness is one of the most used and often misunderstood terms in Higher Education. It informs many of the debates around access, delivery, equity, innovation and technology. It became quite clear ... that this ever-greying definition is fragmenting the skills base and capacity for practice sharing within the sector.

A very good post, especially the final conclusion about a lack of deep pedagogical reform, that should in theory be triggered either by ICT use or the concept of openness.
