Отворено е-писмо испратено по повод на Светската недела на отворен пристап 2013 до сите уредници на е-списанија индексирани во DOAJ (Directory of Open Access Journals) и претставниците на eIFL во Република Македонија

 

 

Почитувани,

 

 

Пред сѐ би сакал да Ви се заблагодарам за издвоеното време при читањето на овој маил кој накратко ќе се обиде да ја сумира ситуацијата со отворен пристап во Македонија и причините за кои годинава немав намера да бидам иницијатор на манифестија за која немав никакво лично исполнување (не зборувам за финансиска ниту академска придобивка тука) како човек кој верува во отворена наука и отворени податоци. 

 

Она што ми причини големо задоволство, ме исполни и ми побуди креативна енергија со што ја одбележав неделата на отворен пристап се наоѓа на http://www.openaccessweek.org/photo/albums/oaweek-2013-posters

 

Имајќи во предвид дека последните 3 години неделата на отворен пристап беше одбележувана со доброволни предавања и со огромен труд и време вложен од моја (и се разбира голем дел од Ваша) страна би сакал на сите да Ви изразам голема благодарност за Вашата поддршка при напорите за организирање и подготвување за презентациите во кои сите заедно го промовиравме отворениот пристап и отворената наука.

 

Сепак, накратко би сакал да го изразам и своето незадоволство од ситуацијата во Република Македонија каде академската информациска инфраструктура која е во изградба се користи за стекнување на Импакт фактор кој е во спротивност со заложбите за отворената скиентометрија и отворениот пристап.

 

Ако го земеме во предвид Законот за Високо образование кој во членот 146 гласи:

 

"На наставник на јавните високообразовни установи кој ќе објави научен или стручен труд во најпрестижни меѓународни списанија со импакт фактор, му се зголемува платата во наредните три години за 20% од платата што ја примал."   во тој случај повеќе од очигледна е мотивацијата за стекнување на истиот во списанијата со отворен пристап. 

 

Лично, мислам дека промовирањето на ИФ во списанија со отворен пристап е обратно пропорционално со начинот на кој прогресира цитираноста која исклучиво зависи од КВАЛИТЕТОТ на статиите. За таа цел, би Ви го посочил освртот на научен настан на кој зборувавме пред година дена и кој за жал e објавен во JSER (списание кое сега-засега e индексирано во DOAJ) за работите за кои веќе напоменав предходно http://jser.fzf.ukim.edu.mk/index.php?option=com_content&view=article&catid=74%3A2012-2-3&id=1064%3Afirst-tribune-regarding-the-meaning-of-the-impact-factor-for-the-macedonian-&Itemid=54  

 

Ве молам да ми дозволите да си земам за слобода да цитирам дел од текстот и на крајот на дадам краток коментар...

 

"Потоа свое излагање имаше Димитар Попоски на тема „Импакт факторот наспроти слободен пристап“. Тој зборуваше за значењето на импакт факторот како и за финансиските трошоци за стекнување на соодветно знаење. Главниот акцент беше ставен на тоа што значи постоење на отворен пристап односно постоење на бесплатен пристап на интернет, читање, симнување и користење на објавените научни публикации во значајни списанија сè со цел проширување на своето знаење како професионалци во својот домен на истражувања. Тој го потенцира и импакт факторот во високото образование во Македонија што и како треба да се прави напишано во постоечкиот закон за образование како и тоа што треба да се преземе за овозможување на овој слободен пристап за потребата на науката. " 

 

?!??!??!??!??!??!??!?

 

За горенаведената работа имав можност да дискутирам и во еден личен разговор со Lars Bjørnshauge на LIBER2013 конференцијата во Минхен (Раководител на Directory of Open Access Journals  http://www.doaj.org) кој потенцираше дека доста добро сум работел на полето на отворен пристап и на промоцијата на списанијата од Македонија. Во основа, мене тоа не ми значи воопшто ништо ако се има во предвид дека ситуацијата и не е таква каква што изгледа. Имено, едно од прашањата на кои можев да ги дискутирам со него беше мојата недоверба во одредени списанија кои го одбираат моделот со отворен пристап само како би се стекнале со Импакт фактор или пак како би заработиле и со тоа би ја одржале политиката на објавување (при тоа занемарувајќи го квалитетот на рецензентскиот процес). 

 

Последниот пример кој се случи точно неколку недели пред неделата за отворен пристап точно и го покажа она што предходно го дискутирав. Доколку не знаете за што станува збор (во што се сомневам) не пропуштајте да ја погледнете мапата на списанија со отворен пристап и APC (Article Processing Charge) кои ја прифатија лажната статија испратена до над 304 APC списанија со отворен пристап http://scicomm.scimagdev.org/

 

Мое лично мислење е дека оваа иницијатива е финансирана од големите издавачи за да се зададе голем удар на списанија со oтвoрен пристап кои за бизнис модел го имаат одбрано APC . За жал, Macedonian Journal of Medical Sciences e отстранет од DOAJ заради горенаведениот случај. Не сум подготвен тука да дадам свој коментар без да разговарам со другата страна но сметам дека е сосема правилна одлуката за такво нешто ако се има во предвид притисокот пред кој беше ставен DOAJ. 

 

Искрено се надевам дека ниедно списание од Македонија нема да биде ставено на листата на PREDATORY OPEN ACCESS publishers (http://scholarlyoa.com/publishers/) и дека DOAJ ќе ги зголеми критериумите за ставање на списанија со отворен пристап за што веќе се зборуваше на LIBER конференцијата во Јули оваа година. Со надевам дека академските издавачи во Република Македонија ќе имааат можност сериозно да се занимаваат со информациската инфраструктура/архитектура/стандарди/етички принципи на една (нималку) комплексна работа како што е публикувањето со отворениот пристап. Доколку тоа се случи, тие ќе мора да валоризираат совети од информациски професионалци кои работат во областа за да не се случат непријатни работи кои го омаловажуваат постењето на едно списание без разлика на тоа дали има импакт фактор или пак публикуваат со отворен пристап.

 

Доколку пак сте заинтересирани да публикувате со отворен пристап , Ви стојам на располагање за сѐ што мислите дека можам да Ви помогнам.

Open Source Software for digital libraries and Open Access to Scientific Information + short insight about OA in Macedonia

Presentation done for "Public Libraries promote innovation" held in Radovish, Republic of Macedonia. It was a great experience to meet up with librarians from the country and to present FOSSoftware and some of the examples of working OA repositories. As usual, there was a question posed to Irina Shumadieva from Metamorphosis NGO why does DSpace localised version link and the DSpace repository at the Economic Institute in Skopje gives 404 error to which she didnt give any logical explanation.

 

The discussion that eIFL supports Open Access in Republic of Macedonia (published in the blog of the (predatory) Open Access Publisher InTech follows:

 

"As to Macedonia, The Metamorphosis Foundation launched “Digital repositories” website http://www.metamorphosis.org.mk/digitalniskladista/ as an adaptation of the “Digital Repositories” toolkit published by JISC infoNet. It is available in Macedonian and Albanian languages. The Metamorphosis Foundation also released a Virtual DSpace Machine in Albanian and Macedonian that allows to install DSpace software to run an Open Access institutional repository in less than an hour: http://metamorphosis.mk/index.php?option=com_content&id=1646.";

 

I surrely hope that eIFL Open Access representative can talk to the Metamorphosys representative to fix the links so we can have access to the localised version on Macedonian and Albanian language. Currently, there is http://www.megaupload.com/?d=DMD02GEF FBI warning which seems ridiculous.

Also, the http://metamorphosis.mk/digitalniskladista/skladishta/ link for the DSpace repository is NOT working too.

 

I was refering this two 404 errors at the e-Society 2012 conference which was 3 month ago so I dont see any good explanation why those 2 link CAN'T be updated. Obviosly, I have to talk to the international community and to ask from eIFL representitives to solve this issues.

 

The promotion of Open Access in Macedonia needs more professional approach from the Metamorphosis NGO and Macedonian Electronic Libraries representative in order to have some good results in the promotion of open science and open data. As an active OA advocate I will always do my best to foster the promotion of openess to scientific research data, but I need moral support from the international OA community and eIFL, who seems to me, have some influence in the region via PLIP and OA programs.

Starting with the Open Access Week 2012, the Romanian information specialists, researchers, funding agencies and interested parties are the beneficiaries of a new portal dedicated to Open Access advocacy: www.acces-deschis.ro (beta version).

This is the online place where those interested will find relevant information concerning new models OA is proposing to the scholarly communication Romanian community and to the world at large.

We invite you all to support and be part of our efforts by signaling interesting resources or seeking our participation in projects dedicated to Open Access.

The next step is to begin a collective effort in establishing an infrastructure capable in sustaining a long-term preservation of the Romanian research output, and here the experience of our collegues from all over the world is most than welcome. This important step is one of the pillars of the proposed actions enshrined in the Open Access Understanding. This document is waiting your signature as it aims to gain as much support as possible from all those who believe in the value of OPEN.

Open Access Week will be celebrated for the 3-rd time at the Faculty of Philology "Blaze Koneski"/Faculty of Philosophy. As always, the lecture will be open and public (since 2012) and live on the Ustream open access channel @ http://www.ustream.tv/channel/open-access

Faculty of Philosophy from the University "Saint Cyril and Methodius" with cooperation of Faculty of Philology "Blaze Koneski" in Skopje organizes open public lecture followed by open discussion about the Journal Impact Factor, Open Access Journals and Impact Factor Vs Open Access publishing. 

 

Prof. Dr. Vladimir Trajkovski will talk about Journal Impact Factor and the Scientific Journals in Republic of Macedonia with focus of The Journal of Special Education and

Rehabilitation (JSER)

 

Prof. Dr. Mirko Spiroski (Macedonian Journal of Medical Sciences) will talk about the Metrics of Scientific Publishing.

 

Dimitar Poposki (PhD candidate) will focus on the Impact Factor Vs Open Access and present a global OA trend overview of the scientific publishing. The main focus will be on the Law for higher education in Republic of Macedonia that mentions Journal Impact Factor as one of the key features in scientific publishing.

 

The lecture will be held on Macedonian language. We are doing our best to equip the Conference Hall with a wireless router in order to make a first livestream ever on the Faculty of Philosophy/Faculty of Philology "Blaze Koneski".

Open Access Week 2011 event was held for the second consecutive time in Skopje, Republic of Macedonia at the University “St. Cyril and Methodius”, Faculty of Philology “Blaze Koneski” on Friday, 23-rd of October from 13.00 until 15.00. The small group of attendees was mainly composed from university professors, researchers, information professionals, librarians and PhD students from the Faculties and research centers from the University “St. Cyril and Methodius”. In addition, this year we had representatives from the Free Software Macedonia NGO (http://bit.ly/rDdnJF) who had found out about the OAW2011 event in Republic of Macedonia on social networks Twitter and Facebook. Unfortunately, none of the open access advocates from Republic of Macedonia (as noted on eIFL website http://www.eifl.net/country/macedonia and UNESCO Global Open Access Portal http://bit.ly/tWWIG7) attended the lecture (same as the last year). Due to the small and mostly open access aware group, lecture was open for Q&A during the whole time.
After short introduction of everyone’s background and professional interests, some of the basic definitions and concepts of Open Access followed by historical overview of OA movement have been explained (Prezi from the event can be found at http://bit.ly/t2jXLX ). The role of OA portals like www.doaj.org and Public Library of Science http://www.plos.org/ lead to a lively and dynamic discussion explaining at first the Free and open source software (FOSS) used for Scientific Publishing (Gold OA), and Institutional Repositories (Green OA). Focusing on the Open Access Journals from Republic of Macedonia listed at the DOAJ directory led to interesting conclusions about the new law for higher education that is neglecting the scientific openness of the research institutes and faculties that find themselves in a difficult financial situation while publishing with open access. A lack of awareness and understanding, financial assistance and trained IT stuff are the main problems faced by OA journals striving for a better IT publishing platform. Open Journal Systems http://bit.ly/tbzPbn was mentioned as a FOSS platform suitable for OA publishing along with DSpace http://www.dspace.org/ and Fedora http://bit.ly/tKvhw1 as FOSS for scientific repositories.
In general, the public awareness about the open access to scientific information and open access publishing is at the very low level. There is an urgent need for a broader promotion of the existing OA journals from Republic Of Macedonia and a campaign of raising public awareness that will have its focus group aimed at the university librarians, information professionals, researchers, academic publishers and ministry of education and science representatives. We need to see some kind of involvement (if any so far), from the Macedonian electronic Libraries consortia http://bit.ly/vuHJ5E in the promotion of Open Access resources in Republic of Macedonia or at least support and promotion for the OA events organized so far in the Open Access Week 2010 and 2011 on their website.
Open Access movement in Republic of Macedonia is gaining momentum for the last 2 years and it is up to the small group of information professionals, OA journal editors in chief, FOSS enthusiasts to promote and create possibilities for public awareness campaigns and OA best practices. Without financial support from eIFL OA program or government of Republic of Macedonia supporting the OA pioneer journals and small OA community we risk of losing that momentum and getting into the loop of celebrating OAWeek annual event which is far from enough for a broader public awareness of the benefits that open access offers to the Macedonian scientific community.

After speaking in person with editor-in-chief Prof. Zoran Zdravkovski I have manage to promote Open Journal System platform for #OA publishing.  Macedonian Journal of Chemistry and Chemical Engineering (http://www.mjcce.org.mk/ ; MJCCE) is probably the most important OA journal from Republic of Macedonia having in mind that MJCCE is ONE of the TWO open access  MKD journals that have Impact Factor.

MJCCE impact factor is 0.459.

(The current JCR impact factor for 2012 (2010-2011) is 1.079) MJCCE example can be used for promotion of OA publishing along with the online platform and the importance of being open to the worldwide scientific community.

Lecture about the Open Access Publishing in Macedonia and the use of Creative Commons in publication process. Since the situation with Open Access publishing in Macedonia is gaining a momentum (there is a increasing number of OA journals in the last year) the basic concepts of Open Access publishing and the use of Creative Commons licences will be discussed. The need for scientific repositories and institutional archiving as an integral part of OA publishing will be mentioned. Recommendations for FOSS will be a crucial part of the lecture emphasizing the importance of becoming a part of the international OA community. Please spread the word about the lecture and share the benefits of Open Access in Macedonia!
