The Department of Science and Technology and the Department of Biotechnology (DBt) under the Ministry of Science and Technology have drafted a policy that says publicly-funded scientific work published in science journals must adhere to open access (OA) norms, enabling anyone to read online content on science research for free.

Cet article aux airs de pavé dans la mare soulève la question intéressante de la qualité scientifique des articles en open access à l'heure du publish or perish.

Pour l'auteur, l'open access comme les publications payantes sont nécessaires à la démocratisation d'une science pertinente, mais il vaut mieux dans tous les cas privilégier la qualité à la quantité, parfois favorisée par l'open access.

Les affaires liées à l'édition scientifique sont désormais sur la place publique. En 2013, Aaron Swartz se suicide à 27 ans alors qu'il encourait trente-cinq ans de prison pour avoir contourné le copyright de journaux scientifiques ; puis John Bohannon fait valider un article erroné par 150 journaux (Le Monde du 5 octobre) ; pour ne rien dire des affaires récurrentes de rétractation, faux ou plagiat. Que se passe-t-il dans les laboratoires et les maisons d'édition ? Peu de monde réalise la portée du changement en cours et les questions qu'il soulève.

In many parts of the developing world, students face barriers to access academic materials. Libraries are often inadequate, and schools and universities are often unable to pay dues for expensive, specialized databases. For these students, the Internet is a vital tool and resource to access materials that are otherwise unavailable to them. Yet despite the opportunities enabled by the Internet, there are still major risks to accessing and sharing academic resources online.
MyScienceWork's insight:

There is still a long way to go for science to be fully open... This intellectual property issue is only increasing the gap between scientists of the North and those of the South, and it is slowing down the general pace of scientific progress!
