[EU] Commission presents new Rethinking Education strategy | OER & Open Education News | Scoop.it

"Digital learning and recent trends in Open Educational Resources (OER) are enabling fundamental changes in the education world, expanding the educational offer beyond its traditional formats and borders. New ways of learning, characterised by personalisation, engagement, use of digital media, collaboration, bottom-up practices and where the learner or teacher is a creator of learning content are emerging, facilitated by the exponential growth in OER available via the internet. Europe should exploit the potential of OER much more than is currently the case. This requires good computer skills, but some Member States are still lagging behind as seen in the Education and Training Monitor 2012, with 9 Member States with over 50% of 16-74 year olds with no or low computer skills. While the use of ICT in education and training has been high on the policy agenda, critical elements are not in place to enable digital learning and OER to be mainstreamed across all education and training sectors. A coherent strategy at EU level could address the scope, size and complexity of the challenges in support of actions of the Member States and the entire chain of stakeholders."

At dinner last night with a friend we ended up discussing how the internet has made the society fairer. We talked about the Arab Spring, the maker movement and most importantly MOOCs. I have always been a fan of MOOCs since my first exposure.

From Instructivism to Connectivism: Theoretical Underpinnings of MOOCs

While the first MOOCs were connectivist in their approach to learning, later versions have expanded to include instructivist structures and structures that blend both theories. From an instructional design standpoint the differences are important. This paper will examine how to analyze the goals of any proposed MOOC to determine what the epistemological focus should be. This will lead to a discussion of types of communication needed—based on analysis of power dynamics—to design accurately within the determined epistemology. The paper also explores later stages of design related to proper communication of the intended power structure or theoretical design as these relate to various activities and expectations in the MOOC.

"There's nothing dishonourable about making job training more accessible, but the rapid retreat of MOOCs into vocational banality..." is a risk. 

Goal should be "...to interest people in everything, so that they could grapple with complexly interconnected global problems. [...] And the technology underlying MOOCs - as well as their reach - provides a solid platform for broadening people's interests. MOOCs need to be linked across disciplines, with recommendation engines like those employed by Netflix and YouTube to entice students to compulsively take up new interests. Completion rates need to be de-emphasised in favour of curiosity quotients."
