If you want to kill 2 birds with one stone, hire the contractor but....to reduce all risks...mandate that they go through an  Employer-of-Record (such as Rothwell International).  This will ensure that the contractor has a W2 status (so is classified correctly, is paying taxes, and has the correct Workers Comp, etc. insurances).  But yet you don't have to deal with payroll costs and higher employee numbers.  The contractor will be happy because they will still feel independent including being able to claim expenses and saving on taxes, plus receiving lots of services and benefits.

Great details concerning the differences about being 1099 or W2. This article is dated 2011, so many of the numbers have definetely changed (but the base structures (ideas) are still very much the same).

 

If you choose an Employer-of-Record like Rothwell, you can get benefits, tax filings, and reduce your taxable income (legally...by an IRS - approved plan), accounting services, etc. And you will be compliant with your client's contracts.

There are not to many business owners, who have not at some time invested additional time and energy into a bad hire only to see no improvement, or who have poured more money into an idea that turns out to be a bottomless pit that never provides a return on the investment made.
