Environmental stewardship of the Northwest Territories is about to change hands, as the federal government prepares to devolve its control of resource management to the territorial government. Traditionally governed by federal legislation, the territory has been in devolution talks with the Canadian government for the last 40 years. Past negotiations have slowly shifted power over healthcare, education, and forestry from federal to territorial control. Resource management is the final chunk of legislation to be devolved to the territory and by far the most complicated. A total of 24 federal acts will have been rewritten when the agreement, due to be signed in the next few weeks, takes effect on April 1, 2014.

The resident, who asked to remain anonymous, said she is distressed about the move because of emotional attachments after having lived in her home for 23 years, but maintenance upkeep at the co-op has deteriorated so badly in recent years. The woman said maintenance problems include a lack of fresh air ventilation, freezing water pipes, and a tendency for her unit to get too cold. She said five or six years ago a neighbour's sewage pipe froze and caused sewage to seep into her unit. “My neighbour's lines froze up and the sewage line was connected. Her sewage overflowed into my kitchen and it went all over the place,” she said. “When I came home half of my living room was sopping wet. We are talking sewage here. They did not bother to call the proper people.” She said co-op management replaced an underlying portion of the floor but didn't replace the carpeting. Between now and July, people living in 17 subsidized housing units in the Inukshuk Housing Co-op will be relocated to various locations within the city, said Bob Bies, chief executive officer of the Yellowknife Housing Authority.

[excerpt] Hugues Latour, 38, faces charges of touching of a minor for a sexual purpose, sexual assault, assault and unlawful confinement stemming from a recent incident. [...] Latour, who is originally from Quebec, is a former high school teacher – someone who worked with teenagers. He worked at Samuel Hearne Secondary School for only one or two years. [...] RCMP Staff Sgt. Wayne Norris says parents should talk with their children about the case. "With these charges and this person in custody, all I need to stress is that if anyone else is aware of someone who is a victim like this, to report it to the RCMP," said Norris. Latour is in police custody and is scheduled to appear in court on Friday in Inuvik.

"The intensity levels ratchet up as we go along, and the temperature rises," Miltenberger told The Journal. "There's a smaller number of people (than during the election for MLA), you're in a confined space for hours together for days. There's politics, priorities, personal agendas, it's very fluid."

The main ring around the sun is called a 22-degree halo. The bright points of light on either side of the sun are called sundogs.... Kendra Knaggs captured this beautiful photo of what is called an ice crystal halo on February 6. These halos happen when there are ice crystals in Earth’s atmosphere, which both refract and reflect sunlight to create a ring of light around the sun (or moon). You can see halos when the sun or moon are high in the sky. But Kendra captured this image when the wintertime Arctic sun loomed low on the horizon. She said: "I wanted to share a photo I took today, February 6, of a beautiful sundog we had for a few hours. Paulatuk is a community on the Arctic Ocean in the very north of Canada and extreme cold temperatures often give us very beautiful skies both night and day.' Very beautiful indeed. 10

Diavik’s commitment to use four 2.3-megawatt wind turbines at the mine site in order to reduce diesel consumption by 10 per cent (four million litres) and reduce greenhouse-gas emissions by 12,000 tonnes of carbon dioxide a year – a first for Rio Tinto or any other mining company in the world. This is a business decision, pure and simple. But it will have reverberations across the North and for other industrial operations and communities not connected to a conventional power grid. And like any business decision, Diavik thought this through very carefully. It spent three years collecting wind data, researching wind turbines and designing the project. The mine’s initiative is beginning to reshape public- and private-sector thinking about wind energy in the NWT. Diavik donated its weather tower to local companies Det’on Cho Earth Energy and Ryfan Wind, and has offered to share its know-how in wind-power engineering, project management and operations and maintenance with the territorial government and the NWT Power Corp. Unlike the NWT, Alaskan communities have ventured into wind energy is a big way. The state has a combined 12.65 MW of community-scale wind-diesel systems operating in 16 communities. Wildlife filmmaker Jeff Turner travels to Wood Buffalo National Park to witness the one place on earth where wolves prey on buffalo. [excerpt] A pack of wolves is hunting a small herd of buffalo across a frozen landscape. It's a scene out of the ancient past, when buffalo and wolves once roamed the plains of North America. However this location is in northern Canada in Wood Buffalo National Park where this ancient relationship has continued uninterrupted for thousands of years. Wolves and Buffalo follows the fortunes of one pack of wolves, the Delta Pack. Will the pups survive their first year? Will the packs alpha animals retain their pack position to breed again next year? As they try to bring down the buffalo to keep themselves and their new pups alive what will the future hold for these ancient warriors? Observing wolves in their natural environment is never easy but wildlife filmmaker Jeff Turner has had more luck than most over the years. More than 20 years ago he first went to Wood Buffalo Park and filmed an event between these two species that had not been seen for more than a hundred years: wolves hunting buffalo. Our current patchwork government system is top-heavy and dysfunctional, although admittedly less so than the adversarial system of our Parliament or the American Congressional system. We should challenge the ill-informed opinions of critics of consensus government, few of whom saw it when it functioned effectively in the North. It is a system which has proven to be effective at the municipal level and in other countries. As a reporter and editor, I was privileged to see consensus government at it its best. The majority of members were federal appointees when I started reporting on territorial council in 1969, but it gradually evolved to a fully-elected body. For a decade I reported on the legislature and for 40 years I have watched it. [...] When a system is not working effectively it should be fixed.
