New technologies have made massive changes in our way of life, including in education. Within the education field, the effects of technology touch almost every area of practice, including curricula, pedagogy, and assessment. What's more, it is changing the needs and expectations of learners. The traditional modes of teaching are not adequate to meet the needs of today's students in terms of the competencies and skills that they will need for the future. 

 

The new normal of education is based on lifelong learning, open learning, and the use of open educational resources. Courses are expected to be participatory, collaborative, and supportive of distributed intelligences. In this new state of normal, new education providers are emerging that can provide new solutions for the needs of learners in the digital era. 

 

Questions of Quality

 In the framework of new modes of teaching and learning from new providers, one of the big questions is that of quality. Some of the questions that we wish to address at the conference and in the pre-conference dialogue include:

 

· How can we identify and assess high-quality new content when it is developing and changing so rapidly?

· Which tools and which online learning environments best support quality of learning? 

· How can we be sure about the quality of the teaching approach or about the teacher's qualification and assessment?

· How can we develop a quality assurance mechanism that could ensure quality at all levels in formal, informal and non        formal education?

· Does EU need to provide some specific quality standards/guidelines in order to have a common understanding of what is good quality in Education?

· What is the current state of Quality in Education in Europe?

· Is there a European policy regarding Quality in Education?

 

Quality Assurance in Europe

 

In the current European quality assurance landscape, the European Parliament and Council has adopted a resolution promoting the uses of the European Standards and Guidelines for Quality Assurance  (ESG). The ESG is implemented in member states through independent quality assurance agencies that are registered with the European Quality Assurance Register (EQAR) for higher education.

 

The European Association for Quality Assurance in Higher Education (ENQA)  is an umbrella organisation which represents quality assurance organisations from the European Higher Education Area (EHEA) member states. ENQA promotes European co-operation in the field of quality assurance in higher education and disseminates information and expertise among its members and towards stakeholders in order to develop and share good practice and to foster the European dimension of quality assurance.

 

EQAVET is a community of practice bringing together Member States, Social Partners and the European Commission to promote quality assurance in vocational education and training. Two more important initiatives connected to quality in e-Learning and to Open Education are The European Foundation for Quality in e-Learning (EFQUEL) and Open Educational Quality (OPAL).

I've already posted various links this week on Scottish independence and what it might mean, but I think these two are also worth considering.  Flags are the great icons of state identity, and a UK without Scotland might reconsider it iconography.  This links to an article from the Telegraph and a photogallery with 12 'candidate flags' for a UK that does not include Scotland.  Why might some resist the idea of creating a new national symbol?

The UK flag is known for representing a union between England and Scotland. It's known as the "Union Jack." The white on the UK flag represents peace peace and honesty and the blue represents loyalty and truth. It's a shame that those two colors have to change to Black and Yellow which I don't know what those colors would represent. If you put a Scottish flag with a UK flag, you won't find any yellow or black so I believe that Scotland is trying to exclude England and Scotland's alike colors such as blue and white and try to create a stronger equal union with England.

This is the week when a revolution begins to sweep through schools in England. It involves a whole new way of teaching children about computing - but I suspect many parents, and even some teachers, know very little about this important moment in education.


As children from five upwards return to school, they are going to have to start learning how to program - or to "code" to use the trendy term which seems to upset some old-school programmers. This is the result of the new national curriculum for computing that is being introduced in England this term.

The concept of coding is very foreign to me, but the idea of analyzing, understanding, and creating is not.  Maybe that's where we are going with "coding" in education? At any rate, it's a thought to consider, what are you going to do if, in the near future, your administrator asks, "what are your students coding today?"

If Greece decides to no longer be a part of the United Nations (UN), this will ultimately have a significant impact on Europe’s Union economy. The impact will affect not only Greece as country but also to all members of the UN. In addition to this enormous problem, it will be hard to keep together all countries if Greece goes because as we know certain countries as a Spain, Portugal, Italy and even France are also facing economic issues. Success depends largely on UN giving consent for the members of the organization. The downfall in this disagreement will weaken the economies of the European Union as a whole. On the other hand, cheap currency will create new opportunities and be beneficial for tourists.

It is interesting to see how globalization does as much to bring us together as it does to rip us apart. The exchange of ideas, goods, and people has hugely impacted the lives of everyday citizens and the nations that they call home, where divisions among people are felt more keenly as the competition in today's global economy grows stronger. Catalonia, the region that has done much to keep the economy of the Spanish nation afloat, and Catalans are eager to shed the "dead weight" they feel they are carrying; the Basque region has long since demanded its independence, and we have already seen the fracturing of the Balkans. In some instances, perhaps separation is for the best. However, I feel like these movements are the result of knee-jerk reactions to the current economic climate and deep, underlying hatreds that have no place in the current world order. Spain has been one nation for hundreds of years, as has the United Kingdom; to suddenly dissolve these unions in the name of century-long feuds seems not only unnecessary, but almost child-like. There is enough hatred in the world- why let us continue to divide amongst ourselves when history has shown that people in these regions can coexist and can consistently pull through these difficult periods. It is one thing to be proud of being Scottish- it is another to ignore the economic and political realities of what Scottish independence would bring for its people for the sake of this nationalist sentiment. I, for one, was relieved to see Scotland vote to remain a member of the UK. Separatist movements across the continent have been quieted, if only for another few years.

The Scottish vote for independence would have broken up a modern United Kingdom. Many Scottish folks feel that it is time to separate from a parent country where there are many other countries that are involved. Becoming independent is not an easy task. There has to be a vote and a strong position for those separatists to succeed in getting a victorious vote.

Spurred by events in the Arab world and high profile examples like the Indian Ipaidabribe.com, the role of social media to fight corruption and, more broadly, improve governance has been in the spotlight recently (see e.g. the Accountability 2.0 blog http://bit.ly/nXUecB). Perhaps the most comprehensive reports we have come across in this area are from the Transparency and Accountability Initiative. Their global mapping report on technology for transparency and the latest piece on the state of the art in transparency, accountability and citizen participation are particularly informative. Ditto for the online tracking tool on technologies for civic engagement. [...]

In order to start to address these gaps, our regional office is about to embark on a study that aims to provide a country by country overview/inventory of initiatives related to use of social media for anticorruption as well as some more in-depth analysis of selected examples. Here’s a very initial inventory (http://bit.ly/oWoVMk), courtesy of my colleague, Piotr Drozd. Eventually, we hope to move beyond the analysis and, in true web 2.0 fashion, “learn by doing” through actual small scale pilots.
