After-school programs fill a need for working parents who may not be able to pick up their child right as school lets out. Most cater to kindergarten through fifth-graders and operate from the time school lets out to between 5:30 and 6 p.m.

The cost varies, depending on how many children are in a program and how many days they are enrolled. Some programs offer free play time, homework help and a snack, while others are structured around core subjects.

“People tend to think after-school programs are all the same,” said University of Wisconsin-Madison Department of Educational Policy Studies assistant professor Bianca Baldridge. “They have a history of helping to get kids off the street.”

A challenge for young teachers might be a lack of support and only receiving part-time contracts. The former challenge leads to them having to put in long hours at school. The second may lead to needing a second job to live on. Whatever the reasons are, a lack of educational leadership is at the heart of it.

Walker’s state budget proposal to pump nearly $650 million into public and private schools will help, but it won't be enough to close the district's projected funding shortfall for the next school year, said Mike Blecha, a longtime member of the Green Bay School Board. The district has scheduled an April 4 referendum asking voters to OK raising up to $16.5 million a year in additional tax revenue for the next 10 years.

“Even if the governor’s proposal goes through untouched, it still wouldn’t make up the $18 million hole that we have in the budget next (school) year,” Blecha said.
