George E. Condon Jr. in National Journal on how President Obama's foreign policy has evolved since he took office in 2008.  Condon compares Obama's previous speeches to the United Nations General Assembly to one he gave Wednesday as evidence of his evolution. "In that first address, on Sept. 23, 2009, the still-new president described himself as 'humbled' to be there... He spoke of ending wars in Iraq and Afghanistan and talked of 'extremists' rather than 'terrorists.' Russia was a partner, Guantanamo Bay would soon be emptied, and negotiators would find a way to close the Israeli-Palestinian divide. Overhanging all else was the need to pull the world back from the economic abyss." Now, Condon says that Obama has been replaced by a more recognizable realist. "And, today, 28,000 words and five U.N. addresses later, 'hope and change' has taken a step back; realpolitik has stepped forward... The words could have been said by any Cold War president from Truman to Reagan."

Some 2,000 German employees of Amazon, the internet retail giant, walked off their jobs this week at four sites - Bad Hersfeld, Graben, Leipzig and Rheinberg. The strike action was coordinated by Vereinte Dienstleistungsgewerkschaft (United Services Union), a Berlin trade union commonly known as Ver.di.

Amazon's 9,000 permanent employees are paid wages of €9.55 ($12.42) an hour which goes up to €10.47 ($13.61) in the second year of work. However, while other German retail and mail order workers were given a 5.1 percent wage increase this year, Amazon capped raises at three percent.

The company's German business is booming – last year it made $10.5 billion in sales. This month

Now, the proposed law will be examined by the “Conseil des Etats”.

This law is defining the procedures for whistleblowing.  Accordingly, it is prohibited to report to public through media, except if the regulatory authorities do not answer the whistleblower within 2 weeks .
 
Please note that the law provides no protection for whistleblowers, it only provides guidance on the procedure.

If a whistleblower is subject to retaliatory measures, she/he has to turn to the justice system, i.e. to take his/her case to the court to eventually get 6 months’  salary,  if he/she succeeds to demonstrate a case of abusive dismissal.  

In case of a multinational, this juridical battle is a lost case. Actually, some multinationals abuse their staff and upon dismissal provide him/her six months salary, so insignificant this sum is.  This will never repair the harm done to the staff and is no way a penalty for businesses.   After a case of whistleblowing, the person would have difficulty to find another job.
 
Note that in such a situation there are three levels of wrong doings or crimes


a) the primary  fault or crime for which an employee is objecting,

b)  not correcting the situation and letting the situation of risk or wrongdoing persists, and

c) subjecting the whistleblowers to retaliatory measures, such as psychological harassment
 

In such a situation, it is clear that in Switzerland, no one will come forward with any information of public interest, be it internally, reporting to the employer,  or externally to the authorities.   In a time where finding a job is difficult many would prefer to keep their job rather than reporting an information with an unknown outcome.    In the long term, it is the population who is the great looser.
 

What  happens in Switzerland is also of relevance to other countries, because the world is globalized and risks know no boarder anymore.
 

Recommendation for future:  we could complement this law with a law for protection of whistleblowers, e.g. providing juridical support for a whistleblower to file a suit for any retaliatory measure and decide on severe penalties for retaliatory measure. Les dernières propositions de l’UDC en matière d’aide sociale confirment l’attitude de mépris qu’entretient ce parti à l’égard des politiques de solidarité. En proposant notamment que les communes renoncent à appliquer les critères minimums recommandés par la Conférence suisse des institutions d’action sociale CSIAS, l’UDC démontre une fois de plus où et comment elle agit : sur les victimes et non sur les problèmes. Des victimes qui sont, depuis des années, qualifiées de « profiteurs » et d’ « abuseurs ». Cette nouvelle fronde contre les plus faibles de notre société est une couche supplémentaire d’exclusion, de stigmatisation et d’humiliation.
