Le Comité international de la Croix-Rouge (CICR) a entamé mercredi la distribution de 4000 amandiers. Il les offre à des cultivateurs de la bande de Gaza dont les terres, le long de la frontière avec Israël, ont été ravagées par la guerre.


Marouane Abu Mharreb, un des bénéficiaires du projet, raconte les difficultés de ces cultivateurs qui vivent littéralement en première ligne dans l'enclave sous blocus israélien, ravagée depuis 2008 par trois guerres. Malgré le cessez-le-feu en vigueur depuis fin août 2014, des tirs retentissent au loin, faisant s'envoler un nuage de cigognes.


"Nous sommes à 700 ou 800 mètres de la frontière, les patrouilles militaires (israéliennes) passent non loin de nos champs, tous les jours on entend des tirs depuis les zones d'entraînements" israéliennes, de l'autre côté de la barrière de sécurité israélienne, dit-il.


"Chaque jour, on met notre vie en danger en allant sur nos terres", poursuit ce Palestinien de 45 ans. Il cultive des aubergines, des courgettes et d'autres légumes sous serres, en plus des terres qu'il a retournées pour y planter les amandiers apportés par le CICR. L'arrivée des amandiers ne dissipe pas l'inquiétude.


Cultivateurs endettés
"Qui nous dit qu'un avion israélien ne va pas venir tout détruire de nouveau ?", lance un des cultivateurs, faisant allusion à des épandages aériens israéliens en bordure de territoire.


"Avec la guerre, on perd une récolte avec laquelle on comptait rembourser les dettes", dit Mohammed Abou Mharreb, qui lui aussi a replanté des amandiers grâce au CICR. Après la guerre, "il y a un épandage et on perd encore une récolte. Les dettes s'accumulent. Moi, je dois encore 4200 dollars à mon fournisseur d'engrais et je ne sais pas comment je vais les payer", dit-il.


Epandage d'herbicide
Selon les cultivateurs de la localité de Wadi Salqa, dans le centre de la bande de Gaza, ces épandages visent à empêcher les bergers de faire paître leurs animaux le long de la barrière.


Les épandages d'herbicides visent à "empêcher qu'on dissimule des engins explosifs artisanaux dans l'herbe et que la zone serve à des fins hostiles", a dit une porte-parole de l'armée israélienne. "Le produit dispersé ne cause pas de tort à l'environnement", a-t-elle dit.


Selon l'ONU, la moitié des zones cultivables à Gaza et 85% des ressources halieutiques sont inaccessibles, parce qu'elles sont frontalières et font les frais du blocus imposé par Israël depuis dix ans. En 1968, l'agriculture représentait plus de la moitié du PIB palestinien, aujourd'hui elle n'en représente plus que 4 à 5%.

Detaining Dreams features the stories of four Palestinian children arrested by Israeli forces in the occupied West Bank and prosecuted in the Israeli military detention system.

From the moment of arrest, Palestinian children encounter ill-treatment and torture at the hands of Israeli forces. Three out of four experience physical violence during arrest or interrogation.

Since 1967, Israel has operated two separate legal systems in the same territory. In the occupied West Bank, Israeli settlers are subject to the civilian and criminal legal system whereas Palestinians live under military law.

Israel applies civilian criminal law to Palestinian children in East Jerusalem. No Israeli child comes into contact with the military courts.

Israel has the dubious distinction of being the only country in the world that systematically prosecutes between 500 and 700 children in military courts each year.

Ill-treatment in the Israeli military detention system remains “widespread, systematic, and institutionalized throughout the process,” according to the UN Children’s Fund (UNICEF) report Children in Israeli Military Detention Observations and Recommendations.

Recent amendments to Israeli military law concerning children have had little to no impact on their treatment during the first 24 to 48 hours after an arrest, when most of the ill-treatment occurs at the hands of Israeli soldiers, police, and the security service.

International juvenile justice standards, which Israel has obliged itself to implement by ratifying the UN Convention on the Rights of the Child in 1991, demand that children should only be deprived of their liberty as a measure of last resort and include universal prohibitions against physical violence and torture among other protections. Despite these obligations Israeli authorities persistently disregard and fail to comply with international law.

The No Way to Treat a Child campaign seeks to challenge Israel's prolonged military occupation of Palestinians by exposing widespread and systematic ill-treatment of Palestinian children in the Israeli military detention system.
