Ever since the days of the Grand Tour, the Rhine with its scenic beauty and legendary past has always attracted many travellers and artists. The early 19th century saw the Rhine became increasingly romanticized and at the same time industrialized. Architects, including the likes of Schinkel and Stüler, re-sculptured the palaces and castles perched atop the Rhine valley’s rocky outcrops into the landscape to form the perfect medieval setting. Below the castles, an industrial path of railway tracks, tunnels and bridges was forged besides the mighty river for steam engines. The straightening of the Rhine by the Baden engineers Johann Gottfried Tulla (1770-1828) and Max Honsell (1843-1910) transformed the waterway into Western Europe’s most important transport artery of modern times. As a result of the new means of transport, artists were able to travel to their ‘ideal landscapes’ and in doing so immortalized the Rhine through their astoundingly beautiful paintings. These artists included Johann Wilhelm Schirmer (1807-1963), Georg Saal (1817-1870), Christian Eduard Boettcher (1818-1889), Englishman George Clarkson Stanfield (1828-1878), Switzerland’s Salomon Corrodi (1810-1892) and Dutch painter Georg Andries Roth (1809-1877). The ‘Tour of the Rhine’ – a series of 80 watercolours begun in 1827 by Louis Bleuler (1792-1850) and his students – can also for the first time be viewed more or less in its entirety. The 77 watercolours on display, depicting the Rhine from its source to its mouth in the North Sea at Rotterdam, allow a glimpse of the river in the period prior to the 1848 Revolutions.

 

Mit seiner landschaftlichen Schönheit und sagenumwobenen Vergangenheit zog der Rhein seit den Tagen der Grand Tour stets viele Reisende und Maler an. Im frühen 19. Jahrhundert wird der Rhein zunehmend romantisiert – und zeitgleich industrialisiert. Auf den Felsen über dem Rheintal entwerfen Architekten, darunter bedeutende wie Karl Friedrich Schinkel (1781–1841) und Friedrich August Stüler (1800–1865), in Schlössern und Burgen eine landschaftsbezogene Rückbindung an ein ideales Mittelalter. Unterhalb der Burgen bahnen Schienen, Tunnel und Brücken der Dampflok ihren industriellen Weg entlang des großen Stroms. Ab 1824 verkehrten Dampfschiffe nach regelmäßigen Fahrplänen auf dem Rhein.

 

Der zunächst wenig bildwürdige Oberrhein mit seinem stark mäandernden und sich permanent verändernden Flussbett rückte zu Beginn des 19. Jahrhunderts in den Fokus der Aufmerksamkeit: Johann Gottfried Tulla (1770–1828) und seine Nachfolger trugen maßgeblich zur umfassenden ökologischen und ökonomischen Veränderung der Region bei und verwandelten den Rhein in die zentrale Verkehrsader der westeuropäischen Moderne. Im Zuge der Rheinbegradigung konnte nicht nur ein dauerhaft schiffbarer Strom geschaffen werden, auf dem Reisende, Waren und Industrieprodukte in nördlicher wie südlicher Richtung schneller ans Ziel gelangten. Die Trockenlegung bislang versumpfter Gebiete führte zur Landgewinnung und besseren Bewirtschaftung landwirtschaftlicher Flächen.

Nous dédions ce film aux arrêtéEs et aux blesséEs du conflit.

"Dérives" a pour but premier de remettre certaines pendules à l'heure quant aux dérives policières et médiatiques qui ont marqué le Printemps érable.

Plus récemment une autre possibilité a semblé s’esquisser, croisant les leçons de Marx avec celles de Spinoza : non pas tant l’ouverture d’une critique des métaphysiques de la nature humaine que celle d’une « ontologie de la relation » fondée sur l’idée de transindividualité du sujet.

Iran’s “Supreme Guide” Ali Khamenei has called on Egyptian President Mohamed Mursi to adopt the “Iranian model” and join Tehran in “building the new Islamic civilization” based on the teachings of the late Ayatollah Khomeini.

The invitation to Mursi comes in the form of a 1,200-words letter signed on Khamenei’s behalf by his 17 closest advisors including “ The Leader’s Advisor on Foreign Affairs” Ali-Akbar Velayati.

The letter opens with greetings to Mursi on the occasion of the second anniversary of the “Egyptian Revolution” and Mursi’s own election as president.

According to the letter, under velayat-e faqih(Guardianship of the Jurists), Iran has become “one of the most advanced countries” in the world in a range of scientific, technological, and economic fields. (...)

 

“The best path in life,” the letter asserts,” is one that is inspired by velayat.”

According to the letter, Khomeini was a great philosopher and theologian of rare stature in the history of Islam. Thus, it is incumbent on Muslims everywhere to follow his teachings especially with regard to “relentless fight against Zionism and Global Arrogance.”

 

The letter claims that even the West is now trying to return to the path of faith. “This return to faith is caused by the impasse created by growth without religion,” the letter asserts.

 

According to the letter, “New Egypt” should be built in strict accordance with the teachings of Islam as reflected in the Iranian model of development.

 

The letter also suggests that all international conflicts be resolved on the basis of religious, especially Islamic, teachings.

Mursi is politically and economically depending on loans by Qatar and the IMF - he hardly can sympathise openly with the ideas of the Khomeinism and any kinds of ideas of an Islamic revolution, also not for Egypts inner peace between the different groups in its own society. The bilateral and multilateral relations of Egypt's regional and international Middle East politics allow very few options for a closer coordination of Iranian and Egyptian specific islamic governance.

There is another way. The need for government meddling could end if the balance of negotiating power between labor and capital were equalized. Currently, the imbalance exists because capital can walk away, but labor cannot.

A basic income for all citizens would give labor the power to walk away. A population that does not have to work will benefit more from the work they do. With a basic income, those who receive job offers will be able to seriously consider whether they would rather spend more time with their families. The employers will know this and adjust their offers accordingly.

A basic income could bring true economic freedom to the market. A worker whose needs are met and who can negotiate a fair deal on his own may regard government meddling on his behalf as a paternalistic interference against his ability to choose the job he wants. The decision about whether a job offered at a subminimum wage is exploitative or a great opportunity could be made by the person with the best ability to know, the worker who can walk away from the exploitation.

A basic income could thus help unshackle the free market from policies now needed to protect labor. The positive sum power of exchanges in the free market could be unleashed, and a minimum wage would be unnecessary, because labor could receive its fair share of the benefits.

L'Egypte inonde des tunnels conduisant à Gaza

(Reuters, via Le Nouvel Observateur) - Les forces armées égyptiennes ont inondé plusieurs tunnels de contrebande rejoignant la bande de Gaza sous contrôle palestinien, dans le but de les fermer, ont déclaré les autorités égyptiennes et palestiniennes.

Le réseau de tunnels est essentiel à la vie de Gaza, permettant l'importation d'environ 30% de tous les biens atteignant la bande de territoire enclavée et soumise à un blocus israélien depuis plus de sept ans.

Des reporters de Reuters ont vu qu'un tunnel servant à faire entrer sur le territoire du gravier et du ciment a subitement été rempli d'eau dimanche, obligeant les travailleurs à l'évacuer à la hâte.

Selon les habitants, deux autres tunnels auraient été inondés de la même manière, par de l'eau délibérément pompée par l'Egypte.

Allam’s election as Grand Mufti illustrates that Al Azhar leaders do not wish to be pawns in the hands of extremist political groups and that bodes well for Egypt.

 

Two years into epochal revolutions that changed the Arab World, commentators identified alleged power vacuums that, apparently, were filled by extremist movements. The fear that Salafists would replace repressive dictatorships gained popularity as tensions in Egypt, Libya, Tunisia and especially Syria, preoccupied analysts. Some were wondering, for example, whether Syria would become an Islamist state. Others anticipated profound transformations in North Africa.

Were Salafist challenges true existential developments that were about to negate the progress associated with the dramatic changes that befell the Arab World?(...)

 

Similar questions were raised elsewhere in classic power struggles. In Egypt, for example, a hardline cleric — Mahmoud Sha’aban — felt no compunction to call for the deaths of two key opposition figures, Mohammad Al Baradei and Hamdin Sabahy, during his “pseudo-religious” television invocations (...)

 

There was no denying that some of these extremists were loud. Yet, and no matter how much they shouted, the Arab Spring was not just sprouting Islamists, given that moderate voices were equally strong and vocal.

Indeed, the most recent election of the Egyptian Grand Mufti, Shaikh Shawky Abdul Karim Allam, attested to the phenomenon. A professor of jurisprudence from a provincial university in Tanta in northern Egypt, Allam secured the highest number of votes, as senior Al Azhar clerics chose him. He defeated Shaikh Abdul Rahman Al Bar, a prominent cleric in the ruling Muslim Brotherhood, who was tipped as a shoe-in because of his political affiliation. Importantly, Al Bar’s past service within the Brotherhood guidance bureau proved to be insufficient to secure the post.

 

By choosing a moderate voice, Al Azhar clerics rejected any Brotherhood efforts to further politicise the revered institution, distancing it from initiatives that intended to obtain its imprimatur on the contentious constitutional debate that rocked and continued to destabilise the political establishment. In other words, Allam’s election illustrated that Al Azhar leaders did not wish to become pawns in the hands of extremist political groups, which bode well for Egypt.

 

Beyond Allam, a largely apolitical figure, the country’s wise religious figures understood that one must not replace one dictatorship with another. Moreover, they telegraphed that Islamists emerging throughout the region ought to be “managed,” lest the most recent tiger of change usher in calamities galore.

 

Because Arab dictators tortured thousands of Islamists over the years, as the Zine Al Abidine Bin Ali, Muammar Gaddafi and Bashar Al Assad regimes, among others, exercised crackdowns involving mass murder and repression, the current Salafist growths were part vengeance and part vindication.

 

Nevertheless, past grievances cannot possibly justify the on-going bloodshed and, it is critical to clarify, few can monopolise righteousness.  (...)

On sait généralement que Montaigne a été maire de Bordeaux pendant 4 ans et que, à la fois proche du futur HenriIV et bien introduit à la cour à Paris, il a joué entre eux à diverses reprises un rôle de négociateur. Cependant, on continue de voir en lui avant tout un moraliste et un explorateur du moi, réfugié dans sa «librairie» à distance de la politique, quand on ne fait pas de lui un sceptique conservateur, défenseur de la monarchie absolue. Montaigne en politique brise cette image. Dans cette synthèse, l’auteur montre à quel point les Essais tout entier sont habités par le souci politique de leur auteur: par son expérience personnelle très riche dans ce domaine, par les inquiétudes permanentes que suscitent chez lui les événements de son temps (les guerres de religion), par ses lectures des auteurs politiques de l’Antiquité ou contemporains, etc. Les activités et les idées politiques n’ont pas été secondaires ou momentanées dans la réflexion de Montaigne: elles sont au cœur de sa pensée, au même titre que les réflexions morales, auxquelles elles sont d’ailleurs étroitement liées. Montaigne est bel et bien un penseur politique. Pas au sens où il aurait développé une théorie ou une doctrine ou une philosophie politique, mais au sens où la réflexion sur les événements, les actions, les passions ou les vertus politiques est omniprésente dans les Essais . Enseignante et chercheur en histoire des idées politiques à Cambridge (1978–1991), Biancamaria Fontana est actuellement professeur à l’université de Lausanne. Membre du King’s College (Cambridge, UK), elle est spécialiste de la période post-révolutionnaire et des penseurs politiques libéraux (Benjamin Constant et Mme de Staël). Iranian President Mahmoud Ahmadinejad’s historic visit to Cairo for a summit of the Organization of Islamic Cooperation (OIC), as well as President Mohamed Morsy’s red carpet reception, has led to mounting speculation across the region that a possible rapprochement is in the making after a decades-long deadlock.

Morsy’s warm reception reflected a shift in attitude from his visit to Iran during the summit of the 120-member Non-Aligned Movement in Tehran in August, observers say. Then, the newly elected Muslim Brotherhood president slammed the Syrian regime — Iran’s biggest Arab ally — calling it “oppressive,” and gave a special salute to the companions of the Prophet Mohamed, which was considered an insult to Iran’s Shia tradition.

But the political situation in Egypt is also shifting, with dwindling support for the first elected president, not only from traditional secular opposition groups but also from his major political allies, the ultraconservative Salafi movement.

Ahmadinejad’s visit, the first by an Iranian president since the Islamic Revolution in 1979, was panned by Salafi leaders and supporters, whose reception of Ahmadinejad was not quite so cordial.

With both leaders facing mounting pressure at home and abroad, detractors of Morsy and his Iranian counterpart have been questioning the motivations behind the historic visit. Many agree the visit sends a strong message, at least to international powers. (Egypt independent)

Que se passe-t-il dans la tête d’un sourd-muet en train de se masturber ? Voilà la curieuse question que le vénérable George Steiner pose dans son essai Les Livres que je n’ai pas écrits (2008). Cette question semble revêtir pour lui une importance capitale. « Il serait extrêmement difficile d’obtenir sur ce point des informations fiables. Je n’ai connaissance d’aucune enquête systématique. Pourtant, la question est d’une importance cruciale. » Pourquoi s’intéresser à une question aussi saugrenue ? Parce que, selon l’auteur, la réponse pourrait éclairer la nature des liens entre émotions, langage et pensée. Si la pensée est le fruit du langage, qu’advient-il pour un sourd-muet qui ne possède pas de langage ?

Ici, G. Steiner commet une double erreur. La première est de considérer qu’un sourd-muet est privé de langage. Or, chacun sait que les sourds-muets utilisent un langage de signes qui n’a rien à envier en finesse, en rigueur et en richesse au langage parlé. De plus, les sourds-muets peuvent parfaitement lire, écrire ou raconter leurs expériences comme vous et moi. Ce que fit par exemple Pierre Desloges, un artisan relieur qui publia en 1779 ses Observations d’un sourd-muet. D’autres le feront après lui (A. Peletier et Y. Delaporte, Moi, Armand, né sourd et muet, 2002).

La seconde erreur est plus fondamentale. Elle porte sur les liens entre langage et pensée. G. Steiner reprend cette idée largement répandue selon laquelle la pensée et le langage sont une seule et même chose. « On s’accorde à reconnaître que les capacités du langage à faire de la réalité un objet de classification, d’abstraction, de métaphore – si tant est qu’il existe un langage “extérieur” – constituent non seulement l’essence de l’homme mais sa séparation primordiale d’avec l’animalité (à nouveau, le cas du sourd-muet incarne ce qui est peut-être une énigme essentielle). Nous parlons donc nous pensons, nous pensons donc nous parlons (…). Le “verbe” qui était au commencement (…) fut le début de l’humanité. » (ibid.)

Une question plus essentielle et moins simple qu'il n'y paraît.

 

Pour les sciences humaines, l'équivalence langage-pensée est une idée reçue qui ne se discute guère.   Et pourtant, les indices sont nombreux qui remettent cette évidence en question.

 

"Le langage ne servirait donc qu’à jeter des ponts entre les univers mentaux. Mais il ne permettra jamais de les rendre totalement transparents les uns aux autres."

"L'intuition philosophique" de Bergson est à mon avis indispensable pour aborder la question. Bergson pensait par images et il faisait tout son possible pour que son discours les relaie et suscite chez le lecteur une "intuition" équivalente à la sienne. Voir aussi les textes que Deleuze lui a consacré...

Thomas Nagel est un philosophe respecté aux États-Unis, il est même membre de la très prestigieuse American Academy of Arts and Sciences. Il est devenu célèbre en 1974 pour son livreWhat is it like to be a bat (ce que c'est que d'être une chauve-souris), livre dans lequel il expliquait que la conscience ne saurait se réduire à la chimie du cerveau. Son dernier ouvrage en date, Mind and Cosmos, divise ses collègues, mais trouve un écho certain chez les créationnistes.

Though Aristotle’s name comes up only a couple of times in the book, it is remarkable how Aristotelian (and even Scholastic) in spirit Nagel’s proposals are, not only in his general willingness to reconsider the immanent or “built in” teleology that was at the core of the Aristotelian-Scholastic conception of nature, but also in some of his more specific theses.

For example, Nagel argues that it is impossible to explain our rational capacities in terms of the consciousness we share with lower animals; that consciousness in turn cannot easily be explained in reductive terms of any sort, and certainly not via a specifically materialist form of reductionism; that even the origin of life from inorganic chemical processes has not been given a plausible naturalistic explanation; and that in each case we need to reconsider the possibility of a teleological account. In so arguing he has essentially recapitulated the traditional Aristotelian hierarchy of irreducibly rational, sensory, and vegetative forms of life (where “vegetative” has here a technical meaning, connoting those organic functions that operate below the distinctively animal kind).

Value, which Nagel insists is a real feature of the world rather than a projection of our subjective desires or sentiments, is, he says, a byproduct of teleology “even if teleology is separated from intention, and the result is not the goal of an agent who aims at it”—again, a standard Aristotelian thesis. (He rightly suggests that theists ought to be open to the idea of immanent teleology of the Aristotelian sort. He may not be aware that medieval theologians like Aquinas were committed to precisely that.)

Throughout the book Nagel emphasizes that for phenomena like life, consciousness, rationality, and value to arise in the later stages of the history of the universe, we have to suppose they were somehow “latent in the nature of things” from the beginning—thereby hinting at the Aristotelian notion of change as the actualization of built-in potentialities, and the Scholastic principle that whatever is in an effect must in some way be contained in its total cause.

More generally, Nagel’s emphasis on the implausibility of reducing certain higher-level features of a thing to features of its parts is reminiscent of the holistic Aristotelian conception of what a natural substance is; and his theme of the possibility of reviving the teleological notion of an “order that governs the natural world from within” echoes the Aristotelian-Scholastic notion of formal and final causes.

During routine archaeological survey at an area known as the "27 Bridge" in Al-Qabari district, one of Alexandria’s most densely populated slum areas, archaeologists stumbled upon a collection of Graeco-Roman tombs.

 

Each tomb is a two-storey building with a burial chamber on its first floor. The tombs are semi-immersed in subterranean water but are well preserved and still bear engravings.

Mohamed Abdel Meguid, head of Alexandria's Antiquities Department, explained that the tombs are part of a larger cemetery known as the “Necropolis” (or City of the Dead) as described by Greek historian Strabo when he visited Egypt in 30BC. According to Strabo, the cemetery included a network of tombs containing more than 80 inscriptions, while each tomb yielded information about burial rituals of the Hellenic period.

The newly discovered collection of tombs, Abdel Meguid pointed out, is a part of the western side of the cemetery that was dedicated to the public and not to royals or nobles. The tombs are empty of funerary collections or mummies, corpses, skeletons or even pottery.

“This is a very important discovery that adds more to the archaeological map of Alexandria,” Minister of State for Antiquities Mohamed Ibrahim said, adding that the discovery would allow scientists to decipher more about the history of ancient Alexandria and would also add another tourist destination to the city.
