Pensando el “Plan Ceibal”desde la perspectiva de la acción pública y la teoría del actor-red

En este artículo, las autporas Mónica Elena Da Silva Ramos y Laura López Gallegode la Universidad de la República; dasilvamon@gmail, pretenden analizar y discutir el Plan Ceibal, desde la perspectiva de la Acción Pública y la Teoría del Actor-Red. Consideramos que el Plan Ceibal, implementado en el Uruguay a partir del 2007, ilustra el concepto de acción pública, ya que en él participan una multiplicidad de actores gubernamentales y no gubernamentales, a la vez que componentes humanos y no humanos. En este sentido, la Teoría del Actor- Red (TAR) aporta elementos para reflexionar en torno a la apropiación tecnológica. Creemos que una tarea clave consiste en el ensamblaje de los distintos componentes humanos y no humanos que hacen al Plan Ceibal, propiciando la fortaleza de sus asociaciones, donde los diversos enrolamientos y las traducciones múltiples constituyen el núcleo central de la problemá- tica. Nos preguntamos acerca de ¿cuáles son los retos teórico-metodológicos que enfrentan las intervenciones de los técnicos, en especial los psicólogos, en este campo?

En el presente artículo, las autoras pesentan en primer lugar el modo de implementación del Plan CEIBAL, desde un enfoque de acción pública. En segundo lugar, se sitúa y enfoca en las posibilidades teórico-metodológicas que  brinda la Teoría del Actor-Red (TAR) en el contexto del Plan CEIBAL. 

Es en este marco, en el  apartado Modo de implementación: organizaciones y actores claves, las autoras reflexionan acerca de la forma de implementación del Plan Ceibal desde una perspectiva de la acción pública que incluye a los actores que considerean clave; en el tercer apartado Enrolamientos y Traducciones: retos que afronta el Plan Ceibal, discutien el Plan Ceibal a la luz de los aportes de la TAR; y en el cuarto apartado, presentan la discusión final, donde retoman el debate de la acción pública y la TAR, en tanto les permite pensar el Plan Ceibal como un fenómeno complejo, de características socio-técnicas que necesariamente debe ser pensado en términos de redes heterogéneas de componentes humanos y no-humanos.

Ceibal en Inglés es un programa de enseñanza de inglés por videoconferencia que se lleva adelante en escuelas públicas de Educación Primaria del Uruguay.
Dr. Doris Molero's insight:
Ceibal en Inglés es un programa de enseñanza de inglés a través de telepresencia y uso de videoconferencia, que trabaja con niños de Primaria en 4º, 5º y 6º, y también con adolescentes en Educación Media, tanto en liceos como en escuelas de UTU, entre 1º y 6º año. 

En Primaria, la tecnología permite el trabajo en tríadas compuestas por maestra de clase, niños y profesor remoto. Este último es quien imparte la instrucción en inglés al acceder por videoconferencia una vez por semana al aula. La maestra de clase, que en general no sabe inglés, continúa el desarrollo en lengua extranjera trabajando junto a los niños en la plataforma virtual CREA 2, siguiendo planes de clase en español y usando materiales digitales y no digitales. 

En Educación Media, Ceibal en Inglés está centrado en la producción oral de los estudiantes. La tríada está formada por el profesor de inglés, los estudiantes y el profesor remoto quien, para Educación Media, debe ser un hablante nativo de inglés. De esta forma, Ceibal en Inglés busca lograr tanto la adquisición de la oralidad en la segunda lengua como también una mayor experiencia en interculturalidad.

I got to listen to this interesting interview by John Seely Brown, from the "Imagination Networks" https://www.youtube.com/watch?v=IMmjFsFfeIE
and I couldn't agree more. This is a summary of it.

What education is about? 
According to John Seely Brown, it can be framed into three important elements: 
Knowledge,
Skills and 
Dispositions.

He claims that now we can pull knowledge from the internet by using a cellphone as a curiosity amplifier. We just pull information we need at the moment already knowing why we are doing so. Also, we know how to us it and once we are done, we'll know if it doesn't work and why. This according to Seely, will generate more curiosity to pull more knowledge. This can be done in schools by combining this pulling technique and action based learning.

Skills are also important  and they can be better picked with the help of mentoring. Mentoring can be present in the school system. can be found in a broader ecosystem or found in the right network of mentors.

Disposition is also very important. It's discovering that learning is an adventure and you need to embrace change. In order to do so, you must feel comfortable with no knowing everything. Now, disposition can be cultivated and schools should be those physical places where disposition is cultivated by participating in multiple epistemic communities. 

Schools should create the context to feel comfortable pulling, using peers to question things. To reflect and practice. To expect to be mentored and cultivated. Places where you find people excited about what they are doing for different reasons and being exposed to them, get to meet them and talk to them. This what makes learning an adventure.

IMMATERIAL, is an open invitation for 2D, 3D and machinima artists to enter UWA's art exhibition. The theme for the exhibition is  about light, shadows, textures, motion, and ideas. The theme is intended to:: Highlight the technologies of SL as a medium for creative expression. 

Works presented here use advanced techniques, in addition to objects per se, including but not limited to: Mesh Materials Projected light and shadows Avatar and object motion/animation Advanced scripting/interaction Particles Pathfinding 

As this is an exhibition and not a challenge or competition, there is no judging panel and no cash prizes. Instead, all entries will be documented, and an exhibition catalogue will be published on-line as part of the UWA Studies in Virtual Arts (UWA SiVA) journal series.

Ceibal en inglés

Plan Ceibal comenzó en 2012 un proyecto piloto llamado "Ceibal en Inglés" en 20 escuelas públicas. El objetivo del programa es ofrecer la oportunidad de aprender inglés a niños y maestros de educación primaria. El proyecto se apoya en el trabajo de los maestros de clase, que pueden no saber inglés, pero que están dispuestos y motivados a estudiar inglés, a aprender con sus alumnos y a dedicar parte del tiempo escolar a trabajar en inglés. Un profesor de inglés se comunica con los niños semanalmente a través de equipos de videoconferencia instalados en las escuelas. 


En 2013 el programa se expande a 150 nuevas escuelas y se extenderá progresivamente hasta universalizarse. Plan Ceibal trabaja con el British Council en este proyecto que permitirá a todos los niños del Uruguay aprender inglés.

Dr. Doris Molero's insight:
Este programa surge como una iniciativa de Plan Ceibal y Educación Primaria para buscar una solución a la falta de profesores de inglés. Si bien el Uruguay tiene una larga tradición en enseñanza de lenguas extranjeras y de inglés en particular, no había sido posible extender significativamente la enseñanza de inglés en la educación pública, debido a la falta de suficientes profesores calificados. Gracias a Ceibal en Inglés, y en conjunto con el Departamento de Segundas Lenguas y Lenguas Extranjeras del CEIP, que dirige un programa de enseñanza de inglés en modalidad presencial, en 2015 casi la totalidad de escuelas públicas urbanas incluyen enseñanza de inglés.

Nichole: Literacy has always been defined by the technology, right? Before the printing press, your ability to orally recite something meant to be literate. And so as technology has made things cheaper, we're now saying, "Well hmm, is someone literate if they cannot critique media, take media in, if they're only taking in traditional text?" So if a sixth grader today, by the time they graduate from college, is not fluent, if you will, in some of these other forms of media, I would venture to say that they won't necessarily be considered as being literate.

Entertaining children isn't easy in these days in which you are not allowed to let kids get bored. Entertaining children so that you can slack off and watch the telly even harder. And the hardest thing of all is to entertain and educate, whilst grabbing back a bit of time for yourself. I have good news for you reader: your smartphone and tablet are your friends. Kids love playing good apps, and you can even buy tablets designed specifically for children - see our best kids' tablets for more details.
