As the article states, this isn't just an issue for this particular school or district, but for schools & districts nationwide. It affects the use of sites like YouTube, Google, even TedTalks - I've seen some designated education sites blocked. Especially where a district is implementing 1:1, how do you justify blocking? It creates frustration for students and teachers - and can take a teacher who is on the fence about implementing appropriate use of technology in her class quickly to the side of those against.
