It is always necessary to consider the difference between outputs and outcomes. However much you read about it and think that the difference is clear, there is always confusion about both concepts ... even many projects and evaluations still focusing on the outputs. I can think in few clearer ways of expressing the difference as the same article states: Outputs are for programs. Outcomes are for people.

This is a very important distinction. The product of program implementation are outputs; whereas outcomes effects related to the outputs.

Getting the timing right in evaluation capacity building | ECDG Blog Series

Stories are not often considered to offer robust evidence of impact of a development evaluation. This new tool aims to provide guidance for developing rigorous "impact stories" that could be used as part of an evaluation. The methodology guides project participants through the process of sharing "examples of changes in skills, knowledge, attitudes, motivations, individual behaviors or organizational practice."
A link to the full paper introducing the methodology, co-authored by B. WIlliams and T. Chilaika, is also provided.

This looks like it could be really useful! Stories are often the best way to help others (decision-makers and donors, for instance) understand the value of things like learning networks. But how do we make those stories resonate for skeptics, and for those who are focused on the bottom line?

In one of his grumpier moments, Owen Barder recently branded me as ‘anti-data’, which (if you think about it for a minute) would be a bit weird foranyone working in the development sector. The real issue is of course, what kind of data tell you useful things about different kinds of programme, and how you collect them. If people equate ‘data’ solely with ‘numbers’, then I think we have a problem.
