Wading into the debate over stop-and-frisk police tactics, Gov. Andrew M. Cuomo plans to ask legislators on Monday for a change in New York State law that would drastically reduce the number of people who could be arrested for marijuana possession as a result of police stops.

 

The governor will call for the decriminalization of possession of small amounts of marijuana in public view, administration officials said. Advocates of such a change say the offense has ensnared tens of thousands of young black and Latino men who are stopped by the New York City police for other reasons but after being instructed to empty their pockets, find themselves charged with a crime.

A teenage girl collapsed and died in a suspected drugs overdose with friends claiming her drink was spiked with ecstasy, it has emerged.

 

Rose Farley, from Liverpool, fell ill at a birthday party on Friday evening and died at Alder Hey Children’s Hospital during the early hours of Saturday morning.

 

The 15-year-old's death comes just days after police warned youngsters of a deadly ecstasy-type drug circulating in the area.

 

Officers advised people against taking the potentially fatal pink pills, which are known on the street as pink ecstasy, Dr Death or Pink McDonalds.

As the archbishop of Milwaukee, Cardinal Timothy M. Dolan of New York authorized payments of as much as $20,000 to persuade sexually abusive priests to agree to dismissal.

 

A victims advocacy group, the Survivors Network of those Abused by Priests, sent a letter of protest to the current archbishop of Milwaukee on Wednesday asking, “In what other occupation, especially one working with families and operating schools and youth programs, is an employee given a cash bonus for raping and sexually assaulting children?”

While some decrease in ticket prices can be expected following the highly-anticipated first game of the season in their new ballpark, sports economists say the steady decline in Marlins ticket prices since then reflects something more: "They don't have much of a market."

By 6 a.m., police said Eugene wanted his friend to come with him to Miami Beach and check the scene at Urban Beach Weekend, where 200 thousand people had gathered to party for Memorial day. When the friend said he had to work, police said Eugene went on his own.

 

Police know he parked the car illegally, and then was unable to get it started so he could move it. CBS4′s sources said Eugene abandoned the car, which was later towed at the city’s request.

 

Things get fuzzier at this point. There are no details about what Eugene did after he abandoned his car, but police believe he made the decision to cross the causeway on foot, a hike of a little more than 3 miles.

Also on the Marlins soft-cost list: $10,980 in wine, purchased for a celebration by ownership and some friends at the sales office after construction was finally complete. The county said the Marlins have already agreed to waive that item.

 

“If I were the mayor, I’d certainly hire an outside group, forensic accountants, to look into this,” [Norman] Braman said. “Wine bills … what do all those have to do with construction? It sounds like rip-off number two to me.”

The high mortality rate in Mexico’s drug war has seen women progress quickly in the shadowy underworld of the cartels and they are increasingly taking on key management roles, a new book says.

 

"Female Bosses of Narco-Traffic," by Arturo Santamaria, a researcher at the Autonomous University of the State of Sinaloa, traces the ascent of women in drug trafficking organizations.

 

"The narco-traffickers will become stronger as a result of this," wrote Santamaria. "They will be more difficult to fight because the women appear to be acting smarter."

Tim Rohan, who just graduated from the University of Michigan with a sport management degree, officially became a New York Times summer intern last Tuesday.

 

On Friday he covered the Mets’ first no-hitter in their 51-season history.

 

How did that happen?

 

He asked Jay Schreiber, a sports editor, for an assignment early in the week. “I said, ‘What do you need? What do you have for me?’ He said, ‘I happen to have the Mets open on Friday.’ I said ‘I’m on it.’”

Klaas Faber, a Dutch native and Nazi collaborator who was convicted in the killing of Jews and resistance fighters in his homeland in World War II before escaping to Germany and living there a free man through decades of legal wrangling, died on May 24 in the Bavarian city of Ingolstadt. He was 90.

 

The Simon Wiesenthal Center, the international Jewish human rights organization, listed him as No. 3 among its most wanted Nazi-era war criminals.

 

The Germans had refused to extradite him on the ground that he had German citizenship under an edict issued by Hitler in 1943 conveying it on foreigners who had aided the Nazi war cause.

Crocodiles are reclaiming their historical habitat, and the carefree days of letting kids and pets swim in the canals of the Upper Keys are over -- and they're not coming back, state wildlife officials told Islamorada council members last week.

 

There are some reports of crocs being found as far south as Big Pine Key, and one has taken residence in a canal near Sombrero Beach in Marathon.

Two years ago, Miami New Times staff writer Gus Garcia-Roberts explored how Miami-Dade County led the nation in deaths attributed to excited delirium, which has been dismissed as junk science by the American Civil Liberties Union and families of the deceased who were diagnosed with the syndrome. It is not listed in textbooks or recognized by the American Medical Association or the American Psychiatric Association.

 

First diagnosed in Miami in the 1980s, excited delirium's symptoms include high body temperature, agitation, paranoia, aggression, great strength, numbness to pain, and, in some cases, sudden death. Aguilar has been telling local media outlets that Eugene may have overdosed on LSD, citing four previous instances in Miami-Dade when people ingested too much acid, removed their clothes, and became violent.

New details emerge in the Miami naked cannibal case

While Larry Vega rode his bicycle off the MacArthur Causeway on Saturday afternoon, he witnessed something that can only be described as savage: a naked man chewed off the face of another naked man. "And the guy was like tearing him to pieces with his mouth, so I told him, 'Get off!'" he said. "You know it's like the guy just kept eating the other guy away like ripping his skin."

 

Upon witnessing what he describes as a scene out of a horror movie, Vega managed to flag down a Miami Police officer. "Police officer came over, told him several times to get off and a police officer climbed over the divider and got in front of him and said, 'Get off!' And told him several times and the guy just stood his head up like that with a piece of flesh in his mouth and growled," said Vega.

 

When the attack continued, Vega says the officer fired but the man continued to chew flesh off the victim. The officer fired several more times, eventually killing the attacker.
